About 5,000 facilities are needed to regulate motorbike emissions

According to the Department of Registration, by 2028, the whole country needs about 5,000 facilities to be qualified to inspect motorbike emissions for 70 million vehicles.

The Ministry of Agriculture and Environment is drafting a Circular promulgating national technical regulations on emissions of motorbikes and mopeds (motorbikes) in circulation in Vietnam.

In the Circular, the Department of Environment said that motorbike emission measurement is a new content regulated by the Law on Road Traffic Order and Safety, therefore, applying the provisions of the Decree and Circular above, organizations and facilities measuring motorbike emissions will gradually be formed.

According to the Department of Registration, by 2028, there will be about 5,000 organizations and facilities nationwide that will be able to inspect and assess the emissions of motorbikes and mopeds to ensure the inspection of about 70 million vehicles nationwide.

The draft circular stipulates the limit value of emission parameters, inspection methods and management requirements in periodic inspection of emissions of motorbikes in circulation in Vietnam.

This standard stipulates the maximum allowable limit at the following parameters: Monoxide carbon (CO), hydro hydroxide carbon (HC) for emissions from motorbikes in circulation.

The maximum limit value of CO and HC parameters in motorbike emissions is specified in the following table:

The method of measuring emission parameters for motorbikes with forced-burning engines is as follows:

For motorbikes with forced-uses engines, the CO and HC emissions in the exhaust gas are determined in unladen mode according to the method specified in TCVN 11215:2015 (ISO 17479) and amended 1 ISO 17479:2020.

Requirements for measuring devices in emission inspection are as follows:

The equipment for measuring internal combustion engine emissions must be suitable for the concentration of motorcycle emissions that meet the measurement requirements specified in TCVN 6208:2014 (ISO 3930:209) - Section 5 (measurement requirements).

The motor speed measuring device must ensure the measurement accuracy of at least 20 rpm for the range of 200 rpm to 600 rpm and ± 50 rpm for the range of over 2,000 rpm to 6,000 rpm.

Surface temperature measuring tool, with the measurement accuracy of at least ± 2 degrees K for the temperature range from 323 degrees K to 373 degrees K.

The measuring device must be connected to a computer with specialized software installed according to the regulations of a specialized management agency.

Regulations on management are as follows:

The emission parameters of motorbikes in circulation must meet the technical requirements specified in this QCVN.

The measuring device used in this regulation must be inspected and certified according to the provisions of the law on measurement.

The application of the emission levels for motorbikes specified in this Regulation is in accordance with the regulations on the Roadmap for applying national technical regulations on emissions of motorbikes and mopeds in circulation issued by the Prime Minister.

The inspection of emissions of motorbikes in circulation is carried out in accordance with the regulations of the Ministry of Construction on motorbike emission inspection facilities and procedures for motorbike emission inspection.
