According to the provisions of the Law on Traffic Safety and Order, motorbikes in circulation will have to apply regulations on emission inspection. The Government is making efforts to build a roadmap.
Recently, (September 21), Prime Minister Pham Minh Chinh issued Directive No. 11/CT-TTg dated April 21, 2025 on strengthening the implementation of the Law on Road Traffic Order and Safety.
In the Directive, the Prime Minister assigned the Ministry of Agriculture and Environment to preside over and coordinate with the Ministry of Construction to urgently submit to the Prime Minister to issue a roadmap for applying national technical standards and regulations on emissions of road motor vehicles circulating in Vietnam, including motorbikes.
The Government also assigned the Ministry of Construction to direct the Vietnam Road Administration to organize emission inspections for motorbikes and mopeds according to the roadmap, in accordance with the provisions of law (when there are regulations on the roadmap).
Previously, informing Lao Dong Newspaper, the Vietnam Register said that although Vietnam has not yet applied regulations on motorbike emission inspection, the authorities determined that the demand for inspection will be very high, which can lead to vehicle congestion.
To cope with this situation, the Vietnam Register has prepared the following plans:
First, regarding the preparation of legal basis, technical facilities, and development of emission inspection facilities:
The Ministry of Transport (now the Ministry of Construction) issued many circulars related to motorbike emissions.
In the coming time, the Ministry of Construction will closely coordinate with the Ministry of Agriculture and Environment in developing and completing a roadmap for applying motorbike emission inspection to submit to the Prime Minister.
Report to the Government to submit to the National Assembly to add emission inspection service prices to the inspection service price list.
Regarding facilities for motorcycle emission inspection:
The requirements for the technical facilities of emission inspection facilities are not much, in addition to having to equip emission inspection equipment and computers with network connection, the minimum area for the emission inspection area is 15 m2/etector and can be used together with vehicle maintenance and repair activities.
In addition to using existing motor vehicle inspection facilities to combine with motorbike emission inspection; the unit carefully reviewed the experience of some countries in the region, coordinated with the Vietnam Association of Motorcycle Manufacturers and Importers (VAMM) to propose using motorbike warranty and maintenance facilities of vehicle dealers under the VAMM Association and socialized facilities to participate in motorbike emission inspection.
"Up to now, there are nearly 3,000 facilities nationwide that ensure the implementation of motorcycle emission inspection," the Vietnam Register informed.
In parallel with continuing to improve legal regulations on motorbike emission inspection, the unit will promote and disseminate to raise awareness, perception and understanding of people to enhance their responsibility for car care and maintenance...
Second is the policy solution to reduce the number of vehicles having to go to emission inspection facilities:
Circular No. 47/2024/TT-BGTVT stipulates that for motorbikes with a usage period of up to 5 years, the owner does not have to submit an emission inspection dossier and does not have to bring the vehicle to the inspection facility for emission inspection.
Third is the solution to shorten the time for emission inspection:
The Circular has stipulated that the motorbike emission inspection certificate is an electronic certificate, with data integrated with the vehicle owner's electronic identification account. This will reduce the time for printing and pasting inspection stamps on vehicles when returning inspection results, contributing to increasing productivity and reducing costs for conducting emission inspections.
Fourth is the solution on the roadmap to apply appropriate emission standards. When participating with specialized agencies under the Ministry of Agriculture and Environment in the process of developing and submitting to the Prime Minister to issue a roadmap for applying current motorbike emission standards, the Vietnam Register will conduct research and propose recommendations on the time to apply emission standards to have time to prepare and adapt to serve people and businesses.
The fifth is the solution for a suitable emission inspection cycle:
This is a fundamental solution based on the results of research surveys, practical assessments along with references to the application of motorcycle emission inspection cycles that have been and are being applied by countries around the world, such as: Taiwan (China), Japan, Thailand...
The emission inspection cycle is specifically implemented as follows:
The first 5 years from the year of automobile manufacture are automatically granted emission inspection certificates by the Vietnam Register.
From 5 to 12 years, the emission inspection cycle is 24 months/time.
After 12 years, the emission inspection period is 12 months/time.
