Gia Lai province issued Decision No. 18/2024/QD-UBND standards for using cars of agencies, organizations and units under the management of the province.
The number and types of cars serving general work according to standards and equipment norms for the district level are as follows:
Regarding the authority to decide on the allocation of funds to use cars to serve general work at the district level, Gia Lai stipulates: Chairman of the People's Committees of districts, towns and cities shall decide on the allocation of funds to use cars to serve General work for agencies, organizations and units under management.
It is known that Clause 1, Article 12 of Decree 72/2023/ND-CP of the Government regulates standards and norms for using district-level cars as follows:
Norms for using cars for general work of each district, town, provincial city, centrally run city (collectively referred to as district): Maximum 06 vehicles/01 district.
Particularly for provinces and centrally run cities where the District Party Committee, District Party Committee, Town Party Committee, and City Party Committee are the estimating units under the Office of the Provincial Party Committee and City Party Committee, the norms for using cars for work have been determined. In general, according to the provisions of Clause 2, Article 11 of this Decree, the maximum limit is 4 vehicles/1 district.
For districts that meet 1 of the following criteria, 1 vehicle/1 district will be supplemented; if they meet 2 or more of the following criteria, 2 vehicles/1 district will be added:
The district has 15 administrative units of communes, towns or more.
The district has a natural area of 450 km2 or more.
The district is located in mountainous areas, islands, and areas with extremely difficult socio-economic conditions according to regulations of the Government and the Prime Minister.
The city belongs to a centrally run city.
For special urban areas, in case it is necessary to equip additional cars to serve general work for district-level units, the Provincial People's Council shall consider and decide on the car quota for public service. Joint cooperation with agencies, organizations and units at the district level to ensure principles of savings and efficiency.
Based on the actual situation of the locality, the District People's Committee (after asking for opinions from relevant agencies according to the District Party Committee's Working Regulations) decides on specific norms for each agency and organization. , district-level unit; Decide on the management of cars for general work in one of the following ways: Assign the District People's Committee Office to centrally manage cars to arrange for general work for the District subjects are allowed to use cars when going on business trips.
Assign the District Party Committee Office, District People's Council Office, District People's Committee Office or other agencies, organizations and units under the district to directly manage and use cars for public work. for subjects under the management of each office, agency, organization, and unit.
In the case of applying the centralized vehicle management method, the units using the cars pay the unit assigned to manage the cars centrally the costs of managing and operating the cars similar to the case of using cars. sharing public assets specified in Article 10 of Decree No. 151/2017/ND-CP and amended and supplemented documents.
