Regarding this content, the Ministry of Public Security responded as follows:
Article 9 of the Law on Road Traffic Order and Safety 2024 stipulates "Prohibited acts", in which Clause 16 stipulates: "Installing and using audio and lighting equipment on motor vehicles and specialized motorbikes that cause disorder and disruption of road traffic safety." Therefore, the act of drivers installing loudspeakers (auditous equipment) on cars and using them to cause disorder and road traffic safety is a prohibited act.
Article 32 of Decree 168/2024/ND-CP on "P unpaid and deduced driving license points for vehicle owners who violate regulations related to road traffic", in which, point k, clause 7, stipulates: "Installing and using audio and lighting equipment on the vehicle causing disorder and disorder on road traffic safety" will be fined from VND 4,000,000 to VND 6,000,000 for individuals, from VND 8,000,000 to VND 12,000,000 for organizations that are owners of automobiles (including tractors and tractors), four-wheeled motorized passenger vehicles, four-wheeled motorized cargo vehicles, specialized motorbikes and similar vehicles.
Point h, Clause 19, Article 32 clearly stipulates: "Conducting the act specified in Point c, Clause 3, Point k, Clause 7 of this Article shall force the dismantling of the sound and light equipment installed on the vehicle, causing disorder and disruption of road traffic safety".
Therefore, in cases where individuals and organizations install loudspeakers and use them on cars causing disorder and disruption of road traffic safety, they are also forced to dismantle loudspeakers installed on the cars causing disorder and disruption of road traffic safety.
