Circular 79/2024/TT-BCA regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes will take effect from January 1, 2025.
Procedures for revoking license plates from January 1, 2025 are as follows:
Revoke vehicle registration certificates and license plates using online public services for motor vehicles that have expired, are damaged and cannot be used; vehicles that are discarded, lost and cannot be found, and vehicle owners requesting to revoke vehicle registration certificates and license plates:
Vehicle owners declare the revocation of vehicle registration certificate and license plate on the public service portal and submit the vehicle registration certificate and license plate to the vehicle registration authority via the public postal service.
After receiving and checking the valid documents, the vehicle registration authority issues a certificate of revocation of vehicle registration certificate, license plate, signs and returns the result to the vehicle owner on the public service portal.
Revoke vehicle registration certificates and license plates using partial online public services or directly at the vehicle registration agency:
Vehicle owners declare the revocation of vehicle registration certificate and license plate on the public service portal or declare directly at the vehicle registration agency, and submit the revocation dossier according to regulations.
After receiving and checking the valid documents, the vehicle registration authority will issue 2 copies of the vehicle registration certificate and license plate revocation certificate according to regulations (1 copy returned to the vehicle owner; 1 copy kept in the vehicle file).
For temporarily imported and re-exported vehicles of subjects enjoying diplomatic immunity, 03 copies of the certificate of revocation of vehicle registration certificate and license plate number are issued (02 copies are returned to the vehicle owner to submit to the customs authority and vehicle registration authority, 01 copy is kept in the vehicle file).
In case of revocation according to the provisions in Point a, Point b, Clause 6, Article 39 of the Law on Road Traffic Order and Safety, the certificate of revocation of vehicle registration certificate and license plate must have a copy of the engine number and chassis number affixed and the vehicle registration agency's seal on the copy of the engine number and chassis number affixed.
