The Ministry of Public Security is seeking opinions on the draft Circular regulating the testing and issuance of driver's licenses; issuance and use of international driver's licenses. In which, the Draft proposes to increase the number of test questions, test time and regulations on scores achieved; increase the road test distance; remove simulated test content...
Talking to a reporter from Lao Dong Newspaper, Mr. Truong Dang Tan - a teacher at a driving training center in Hanoi - assessed that the above proposals are basically consistent with the current training and testing reality. In particular, regarding the proposal to increase the road testing distance, he expressed his agreement if the distance is increased from 2km as it is now to about 5km.
According to Mr. Tan, extending the test distance to a reasonable level will create more conditions to assess the vehicle driving skills of candidates. However, the decisive factor does not lie in the length of the distance but in the quality of the test route.
To assess whether a candidate has driving skills or not, test takers only need to observe some basic operations such as the ability to predict situations from afar, actively reduce speed or handle arising situations. The most important thing is that the test track must have enough mixed traffic situations, instead of just extending the distance" - Mr. Tan shared.
Regarding the simulation of traffic situations, Mr. Tan said that this content has not really brought much practical value to learners after being issued a driver's license.
According to him, the simulation test mainly helps learners recognize situations on the screen, while handling real-life situations on the street requires many different skills. There are many cases where, even after passing the simulation test, when encountering similar situations in reality, they are still confused or handle them ineffectively.
“One side is manual operation on the computer, and the other side is direct reaction when driving with hands and feet and observing reality. These two things are very different,” Mr. Tan assessed.
As for many candidates, the simulation test was assessed as quite difficult, even lucky, "tactical learning". Although they have learned and tried the test many times, many people are still confused because the exam time is short, the situation appears quickly and requires choosing the right time.
Pressing too early does not count high scores, but being a little slow can also lead to losing points or not meeting requirements" - Mr. Le Khanh (a candidate who just passed the entrance exam in Hanoi) shared.
In fact, in the past time, the Traffic Police force (CSGT) has implemented many solutions to improve the quality of testing and issuing driver's licenses. For example, in Hanoi, before entering the testing parts, trainees watch propaganda videos about the consequences of traffic accidents. Notably, in the driving test on the highway, test takers of the Hanoi Traffic Police Department also apply the form of asking questions directly to candidates.
