On February 18, the Hanoi People's Committee said that the Hanoi Public Administration Service Center is coordinating with Vietnam Post Corporation (Vietnam Post), Viettel Post Joint Stock Corporation (Viettel Post) and FPT Digital Retail Joint Stock Company (FPT Retail) to pilot the online public service agency model.
In phase 1, there are 32 online public service agents providing free support for people in the capital to carry out 30 administrative procedures online, notably issuing criminal records via VNeID; issuing and exchanging driving licenses; issuing copies of documents and certificates; registering business households; registering births, deaths, marriages...

In addition, people can carry out the procedures for issuing and renewing driving licenses at home in the following 11 steps:
Step 1: People access the address https://dvc4.gplx.gov.vn/p/home/dvc-trang-chu.html with a browser on their phone or computer and then select the login section.
Step 2: Here, people can log in with an account provided by the National Public Service Portal or an electronic identification account provided by the Ministry of Public Security.
Step 3: After successfully logging in, people select the driver's license change section.
Step 4: Enter General information, people choose the receiving agency according to the place of issuance of the driver's license, the system will enter the receiving location themselves. Then choose the reason for granting a new license for each individual.
Step 5: In the Driver Information section, people need to enter their driving license number to confirm whether the driving license is eligible for issuance or exchange. If the blue display system announces that the conditions are met, people will check whether the information is accurate or not.
Note: People can only look up the driver's license information themselves that matches the information declared on the public service portal, and cannot look up others.
In the Information section Requesting changes, people who want to update their new ID card or permanent address should update it in an empty box. If there is no need to change, people will ignore this step.
In case the red display system announces that the conditions are not met, people cannot change their driving licenses online.
Step 6: In the Driver's Health Information section, people select the Electronic Health Certificate or the Electronic Health Certificate and then fill in the information.
If choosing an Electronic Health Certificate, people enter the health certificate number and choose to look up. The result will be displayed below:
If you choose an electronic health certificate, people can download the electronic health certificate that was saved in the previous device as a PDF file.

Step 7: In the Document Component Section, people download the attached files including driving license and CCCD.
Step 8: People fill in contact information then click on the commitment box and continue.
Step 9: In the Results Information section, people select Receive results at home and fill in the information according to the instructions, then click "submit documents".
Step 10: The file is displayed successfully.
You can check the progress of file processing at "See my file". No later than 3 days after registering on the website, if the application is valid, an appointment will be arranged and notified to the registered person via email or text message; if the application is invalid, the registered person will also be clearly notified of the reason.
Step 11: In case of selecting "Receive results directly", the online driver's license renewal registration fee candidate will receive an email or text message, specifically notifying the time and location of arrival to resolve the matter. The dossier components when bringing to the driver's license receiving department include:
1. Original driving license and available documents or passports (registered).
2. The health certificate in accordance with the driving license is changed by a competent medical facility (according to Circular No. 24/2015/TTLT-BYT-BGTVT). According to Circular 87/2014/TT-BGTVT, from February 15, 2015, people with driving licenses of classes A1, A2, A3, A4, and automobile driving licenses with a validity period of more than 3 months will be exempted from the Health Examination Certificate when converting the driving license from coverage paper to PET material.
3. PET driving license fee: 135,000 VND/time.
