Proposal to exempt registration fees for battery-powered electric vehicles until the end of 2030

The Ministry of Finance is proposing to continue to exempt registration fees for battery-powered electric vehicles until the end of 2030.

The proposal was made in the draft Decree amending and supplementing a number of articles of Decree No. 10/2022/ND-CP dated January 15, 2022 of the Government regulating registration fees.

According to the Ministry of Finance, the proposal to extend the preferential policy stems from the practice of implementing registration fee collection for battery-powered electric cars in the past.

The policy aims to contribute to reducing environmental pollution from vehicle emissions, encouraging businesses to invest in production, take advantage of supply opportunities and stimulate consumers to use battery-powered electric vehicles, the Government has issued Decree No. 10/2022/ND-CP.

The Ministry of Finance said that the Decree stipulates that in the previous 3 years, from March 1, 2022, battery electric cars paid the first registration fee with a collection rate of 0%.

In the next 2 years, the collection rate will be equal to 50% compared to gasoline and diesel cars with the same number of seats. By February 28, 2025, the Government will issue Decree No. 51/2025/ND-CP, extending the application of the 0% collection rate until the end of February 2027.

Assessing the implementation process, the Ministry of Finance believes that the registration fee exemption policy has achieved the set goals, clearly impacting consumers, manufacturers and distributors of battery electric vehicles.

According to data from the International Automobile Manufacturers Organization, the car ownership rate in Vietnam is still low compared to many countries in Southeast Asia, while demand is still high.

The application of a 0% collection rate instead of 10% - 12% like gasoline and oil vehicles has contributed to reducing registration costs, increasing people's accessibility and promoting consumption.

The number of battery-powered electric cars registered for the first registration fee has increased rapidly over the years.

The period from March 1, 2022 to December 31, 2022 has 4,000 vehicles, an average of 404 vehicles per month.

In 2023, it reached 29,281 vehicles, an average of 2,440 vehicles per month, a 6.04-fold increase compared to 2022.

In 2024, it reached 79.781 vehicles, averaging 6,648 vehicles per month, 2.72 times higher than in 2023.

By 2025, this number will reach 178,668 vehicles, an average of 14,889 vehicles per month, 2.24 times higher than in 2024.

After 4 years, battery-powered electric cars have gradually affirmed their position in the market, supporting distributors to promote consumption and creating conditions for businesses to feel secure in investing in production and assembly.

Regarding the environment, battery-powered electric cars do not use fossil fuels, contributing to resource saving and emission reduction.

According to the Ministry of Agriculture and Environment, electric vehicles have now helped reduce about 0.5 million tons of CO2 equivalent each year and have the potential to increase sharply when the number of electric vehicles is forecast to increase by 25 - 30% each year.

Meanwhile, air pollution in Vietnam, especially in key economic regions in the North and South, is increasing.

Emissions from road vehicles account for a large proportion of total emissions. Converting to battery-powered electric cars is identified as one of the important solutions to improve air quality.

The Ministry of Finance also said that in the world, the trend of electric vehicle development is strong. Global sales in 2024 exceeded 17 million vehicles and are expected to exceed 20 million vehicles in 2025.

Many countries apply preferential policies on taxes, fees, and charges to promote electric vehicle consumption and production, while developing charging station infrastructure and supply chains.

In Resolution No. 93/NQ-CP dated April 6, 2026, the Government assigned the Ministry of Finance to preside over the development of a Decree amending Decree No. 10/2022/ND-CP in the direction of extending the application period of appropriate registration fees for battery electric vehicles to the end of 2030, submitting it to the Government in April 2026 according to simplified procedures.

From political, legal and practical bases, the Ministry of Finance proposes to extend the application period of registration fees for battery-powered electric vehicles until the end of 2030 in order to institutionalize the policy of the Party, the National Assembly and the direction of the Government, contributing to encouraging the development of green vehicles, limiting emissions and protecting the environment.
