From 1.3.2025, electric cars will have to pay registration fee

Point c, Clause 5, Article 8 of Decree 10/2022/ND-CP stipulates the registration fee collection for battery-powered bowl as follows:

Within 3 years from Decree 10/2022/ND-CP, it takes effect (from 1.3.2022): Pay the registration fee for the first time with a revenue of 0%.

Within the next 2 years: Pay the registration fee for the first time with a collection equal to 50% of the collection for gasoline cars, oil with the same number of seats.

Thus, according to current regulations, starting from 1.3.2025, electric cars running for the first time in Vietnam will no longer be entitled to the registration fee of 0% as before, but must pay the collection equal to 50 % of the income for gasoline and oil cars with the same number of seats.

VinFast proposes to extend the registration fee for 2028

Regarding the electric vehicle registration fee, recently, information to the press VinFast proposed to extend the exemption time of 100% of the registration fee for 3 years to 2028.

According to VinFast, the preferential policies on registration fee are effective for Vietnam's green transformation. In particular, in the context that Vietnam is suffering from serious environmental pollution from the emissions of the means of using fossil fuels and begins to enter the stage of carization.

Previously, on November 25, 2024, the Government Office issued Official Letter 8685/VPCP-CN communicating the direction of Deputy Prime Minister Tran Hong Ha as follows:

Ministries, branches and People's Committees of provinces and cities directly under the Central Government urgently research and deploy the tasks associated with the implementation roadmap stated in the "Proposal of proposed policies to support the conversion of electric cars. In particular, Deputy Prime Minister noted:

The Ministry of Finance is responsible for tax and fee preferential policies; policies on procurement of public assets converted to electric cars; The policy of direct and indirect financial support for users to convert to electric cars.

The Ministry of Transport is responsible for the general policy to promote the conversion, creating favorable conditions to bring electric cars into circulation to replace cars using fossil fuels; policies to promote people and businesses to switch to electric cars; National regulations and technical regulations on electric cars, components and spare parts for electric vehicles.

The Ministry of Industry and Trade is responsible for the development of the electric car manufacturing industry, the electric car auxiliary industry; Developing charging infrastructure system; incentives on electricity selling prices at public electric charging pillars; National technical regulations on charging stations/ hydrogen; policies to ensure electricity supply for charging stations.

Currently, VinFast is the best -selling electric car company in Vietnam. In 2024, the company announced the handover of more than 87,000 electric cars in Vietnam, behind Toyota more than 68,000 cars and Hyundai Thanh Cong 67,168 vehicles.
