From the legal bases mentioned above, the development of a Decree regulating vehicle license plate auctions is necessary and ensures the legal basis.
In particular, in Chapter II of the draft Decree, the Ministry of Public Security makes a proposal on cases of disqualification from participating in license plate auctions .
Accordingly, regarding the regulation that the person who won the car license plate auction does not pay in full or does not pay the auction winning amount within the prescribed time limit, the draft Decree stipulates that the person who won the car license plate auction does not pay in full or If you do not pay the winning bid, you will not be able to register to participate in the auction for a period of 12 months to limit the disruption and complexity of online auction activities and negatively affect the effectiveness of the experiment. point.
Regarding refunds for winning auctions, it is stipulated in the following cases: The auction winner dies within 30 days from the date of notification of the winning auction results without a decision to confirm the winning vehicle license plate being issued;
The winning bidder dies within 12 months from the date of written confirmation of the winning license plate or 6 months from the date of written extension of the registration period in case of force majeure or obstacle. Objectively, the auction winner has not registered the license plate of the winning vehicle.
Cases in which the deposit will not be returned include: People who are eligible to participate in the license plate auction without logging into the assigned account and accessing the auction room to participate in the auction within the time limit. During the official auction period, they are considered not participating in the auction, except in cases of force majeure as prescribed by law;
Disqualified from participating in the auction due to violations of the Auction Regulations; The winning bidder does not confirm the auction record within the time specified in the Auction Regulations.
