Article 5 of Circular 73/2024/TT-BCA regulating the patrol and handling of violations of road traffic order and safety (ATGT) by the Traffic Police (CSGT) effective from January 1, 2025 is as follows:
Control through systems, means, equipment, and databases on road traffic order and safety:
The monitoring system to ensure security, order and safety of road traffic (hereinafter referred to as the monitoring system), the camera system on traffic routes and in urban areas are equipped, installed, managed, operated and used in accordance with the provisions of the Law on Road Traffic Order and Safety; Decree No. 135/2021/ND-CP of the Government and regulations of the Ministry of Public Security on standards, regulations, management, operation, use and protection of the monitoring system.
Accordingly, the Traffic Police unit assigned to manage the Monitoring System and camera system on traffic routes and in urban areas must arrange staff on duty at the Operation Center 24/7 to operate the system continuously and smoothly, monitor traffic order and safety, social order on the route, detect violations of laws on road traffic order and safety and other violations of the law.
Thus, according to regulations, the Traffic Police unit must arrange officers to be on duty at the operation center 24/7 to operate the system continuously and smoothly. Therefore, on New Year's Eve, the cameras that issue fines must still be in operation.
