According to information from the Vietnam Insurance Association, on February 18, 2025, in Thanh Son commune, Kim Bang district, Ha Nam province, the Motor Vehicle Insurance Fund (Vietnam Insurance Association) presented 45 million VND in humanitarian support to the victim Nguyen Thi L's family. The support ceremony took place with the participation of representatives of local authorities, victim families and local people.
Ms. L is a victim who unfortunately died in a traffic accident and is a beneficiary of the Humanitarian Assistance Fund of the Motor Vehicle Insurance Fund as prescribed in Decree 67/2023/ND-CP of the Government.
Previously, at around 9:00 p.m. on November 25, 2023, at Km 4+650 of Provincial Road 494 in Thanh Non 2 village, Thanh Son commune, Kim Bang district, Ha Nam province, Quan Trong L did not have a driver's license as prescribed, driving a motorbike with license plate 90B7-006.xx on the right side of the road in the direction of Phu Ly - Chi Ne at a speed of about 60km/h.
At this time, Ms. Nguyen Thi L was walking onto the road. Due to not paying attention and not giving way to pedestrians to cross the road, the front of Mr. L's motorbike with license plate 90B7-006.xx crashed into Ms. Nguyen Thi L's right hip, causing the female victim to fall to the edge of the right road, leading to her death.
According to the Insurance Association, the Fund's humanitarian support activities not only contribute to sharing difficulties with victims' families but also affirm the significance of compulsory insurance in protecting the rights of traffic participants, towards a safer and more humane society.
It is known that humanitarian support expenditures from motor vehicle insurance are implemented according to the provisions of Point a, Clause 1, Article 17 of Decree 67/2023/ND-CP as follows:
In cases where the vehicle causing the accident cannot be identified, the vehicle not participating in insurance (there is motorbike insurance), not covered by insurance and cases of exclusion of insurance liability as prescribed in Clause 2, Article 7 of this Decree (except for intentional actions causing damage by the person causing the damage) with the specific support level as follows: 30% limit insurance liability according to regulations for a person in an accident in the case of death and injury rate of 81% or more; 10% limit insurance liability according to regulations for a person in an accident in the case of injury rate from 31% to less than 81%.
