Hanoi issues Decision 17/2024/QĐ-UBND on standards and norms for the use of specialized automobiles at state agencies, organizations, and units within the administrative scope of Hanoi City.
According to the decision, the standards and norms for the use of specialized automobiles at state agencies, organizations, and units within the administrative scope of Hanoi City are stipulated in Article 16 of Decree No. 72/2023/NĐ-CP dated September 26, 2023, issued by the Government.
The target audience for this decision includes state agencies, public service units (including the Communist Party of Vietnam in Hanoi City), social organizations with guaranteed state budget funding, and project management boards using state funds within the administrative scope of Hanoi City (hereinafter referred to as state agencies, organizations, and units).
Public service units that are self-financed for regular and investment expenditures are not subject to this decision.
Notably, the units with designated norms include the Hanoi Funeral Service Unit (Hanoi Department of Labor, Invalids, and Social Affairs). This unit is equipped with automobiles bearing identification signs or specialized equipment, as follows:
Regarding the prices of specialized automobiles, the following applies:
The prices of specialized automobiles are stipulated in detail in the attached appendix to this decision. The purchase price of the automobile includes all types of taxes required by law, after deducting discounts and price reductions; it does not include: property tax; vehicle registration and license plate fees; insurance premiums; fees for issuing safety and environmental protection certificates for motor vehicles and specialized machines; and road maintenance fees related to vehicle use. In cases where automobiles are exempt from certain taxes (import, special consumption, and value-added taxes), the full amount of these exempt taxes must be included in the purchase price to determine the standards and norms.
When procuring automobiles, state agencies and units must base their decisions on the characteristics, technical specifications, types, brands, and structures of the automobiles, as well as market prices at the time of procurement, and select suppliers in accordance with the law on public procurement, ensuring that the purchase price does not exceed the maximum price set by the Hanoi City People's Committee.
In cases where the market price of the automobile at the time of procurement exceeds the maximum price set by the Hanoi City People's Committee in this decision, the Department of Finance will advise the Hanoi City People's Committee to decide on the maximum purchase price for each case.
