Answering this content, Vinh Long Provincial Police said that they had extracted the paper records of citizen T.V. D. on the records warehouse (transferred by the old Department of Transport), determining that the citizen had studied and passed the A1 driving license in course 5. 2012 opened at Vinh Long Vocational Secondary School and passed the entrance exam; and was issued a driving license by the (old) Vinh Long Provincial Department of Transport.

Previously, the citizen contacted the Sa Dec Ward Police, Dong Thap province where the citizen is temporarily residing to carry out the re-issuance of a driver's license and received a response "no driver's license records or data found on the Driver's License system". Therefore, the Sa Dec Ward Police, Dong Thap province cannot carry out the re-issuance of a driver's license.
