In Nam Dinh ward, Ninh Binh province, there is a project named Tran Quang Khai 2 Residential Group Cultural House built right in the middle of the road in a residential area that is causing mixed opinions.


According to the reporter of Lao Dong Newspaper, the Tran Quang Khai 2 Residential Group Cultural House project is built with a metal frame, corrugated iron roof, spanning the alley, forming a roof covering the walkway. Below the project, there is still space for people and vehicles to circulate. However, the limited height of the corrugated iron roof makes the space cramped and stuffy.
Inside, ceiling fans and lights are installed. Next to the corrugated iron roof is an area made of wooden floors, covered with corrugated iron like a mezzanine and with stairs to go up.
Not far from the cultural house is Tran Bich San street connecting to Thien Truong bridge. This is one of the main traffic axes, with a dense traffic volume in the area.



Local people said that this project has existed for many years. Every time there is activity of the residential group, curtains will be rolled down to create temporary living space. Furniture stored on the attic is also moved down for use.
Moving through the Cultural House area of Tran Quang Khai 2 residential group, Ms. Cao Thi Le (in Nam Hong commune, Ninh Binh province) expressed surprise when this project was placed right in the middle of the walkway.
At first, I thought my family in the neighborhood had something to do so they would set up a tent to organize, but when I looked up, I saw a cultural house sign. At this time, when the wards merged, there are many redundant works, I don't understand why cultural houses are arranged right in the middle of the road like that, which is both inconvenient and potentially unsafe," Ms. Le said.
Regarding the above information, Mr. Nguyen Hong Thuy - Head of the Economic, Infrastructure and Urban Department of Nam Dinh ward - said that as soon as he received the reflection from Lao Dong Newspaper, the local government sent officials to inspect the reality.
In the immediate future, identifying these as existing problems, Nam Dinh ward has directed propaganda and mobilized people not to organize activities in this area to ensure traffic safety. After that, assess the height of the project, the level of impact on vehicle traffic; and at the same time review the position of pillars and structures of the project to determine if it encroaches on the roadway, posing a potential risk of traffic unsafety or not. Next, the ward will propose a handling plan and request the residential group to have a roadmap for dismantling.
Regarding the long-term plan, the Head of the Economic, Infrastructure and Urban Department of Nam Dinh ward added: "In the near future, after merging the residential group, we have developed a specific plan to have enough living areas for people in the area. According to statistics, there are 18 health stations of old wards and communes in the ward. Through review, these health stations are all located in the center of residential areas, the area is suitable for the scale of the residential group, so the locality has a plan to prioritize taking advantage of them as living places for residential groups and hand over public assets in accordance with regulations".
