The People's Committee of Binh Phuoc province issued Decision No. 26/2024/QD-UBND effective September 15, 2024, stipulating standards and norms for the use of specialized cars at agencies, organizations and units under the management of Binh Phuoc province.
Accordingly, this decision has the following scope of regulation:
This Decision stipulates standards and norms for the use of specialized vehicles (except for the medical sector) equipped for agencies, organizations and units under the management of Binh Phuoc province.
The management board and head of a public service unit shall self-insure regular and investment expenses (in case the service unit does not have a management board) and shall issue standards and norms for the use of specialized vehicles at the unit.
Regarding standards and norms for using specialized cars, it is noteworthy that at the commune level, each ward and town will be assigned a norm of 1 specialized car.

The price of buying a specialized car is as follows:
The purchase price of a vehicle is the price including all taxes payable according to the law, after deducting discounts and rebates (if any). Not including: registration fee; vehicle registration and license plate fee; insurance fee; fee for issuing technical safety and environmental protection inspection certificates; road maintenance fees related to vehicle use, etc.
In case the car is exempted from taxes (import, special consumption, value added), the full amount of exempted tax must be calculated into the car purchase price to determine standards and norms.
The People's Committee of Binh Phuoc province assigns heads of agencies, organizations and units to base on the standards and norms for the use of specialized cars prescribed in this Decision and relevant legal provisions to make plans and budget estimates; assign and purchase specialized cars; manage and use specialized cars and be responsible for the purchase, equipment and management and use of specialized cars of agencies, organizations and units according to the provisions of the Law on Management and Use of Public Assets, the Law on Practicing Thrift and Combating Wastefulness and other relevant legal provisions.
