Implementing the 2026 Legal Document Development Program of the Ministry of Public Security, the Traffic Police Department is assigned to preside over the development of the Circular of the Minister of Public Security regulating testing and issuing driver's licenses; issuing and using international driver's licenses (replacing Circular No. 12/2025/TT-BCA).
After a period of time, the drafting committee has summarized opinions, received and explained comments on the draft Circular above, and collected opinions until the end of July 29, 2026.
Among the ministries, branches, and localities contributing opinions are Dien Bien province, Phu Tho province, and the Vietnam Automobile Transport Association, who also proposed not to regulate test number 2 and to maintain the practical driving test tests in the picture according to Circular No. 12/2025/TT-BCA.
The above units stated the reasons for proposing not to add practical exam No. 2:
The current motorcycle driving practice test is difficult enough to form safe driving skills for students; it is suitable for the actual situation in Vietnam; similar to the difficulty of most countries in the region and in the world, even the current motorcycle driving practice test is much more difficult than the motorcycle driving practice test of many countries in the world today;
The current land fund situation in most localities for the field of driving training and testing is currently very limited. Expanding the land area to arrange practical exam No. 2 is not feasible, or cannot be implemented. Especially in large cities, the land fund is much more difficult than in the delta, midland and mountainous provinces;
If it is mandatory to supplement practical exam No. 2, the motorcycle driving test centers must lease land in localities very far from the center, leading to an increase in training costs and mandatory tuition fee increases for learners; People have to travel a very long distance to perform practical exam No. 2, causing unnecessary difficulties and costs for people and society;
Also according to the above units, the causes leading to traffic accidents today are mostly not due to vehicle control skills, but mainly due to the awareness and attitude of vehicle drivers.
Please cite the fact that vehicle drivers all have full understanding and awareness of the regulations and administrative penalties for violations of traffic order and safety that are very heavy," the above units stated. However, vehicle drivers still intentionally violate, such as: running red lights, going against traffic, carrying overloaded and overnumbered people as prescribed, reversing on highways, speeding, drinking alcohol and still driving vehicles, resisting persons on duty on the road...
Before the above comments, the drafting agency proposed to maintain the draft content because people with A and A1 driver's licenses are the main subjects related to road traffic accidents. Exam No. 2 is to raise traffic participation awareness and reflexes of students, to ensure that students have sufficient ability to control vehicles and prevent traffic accidents early and remotely.
