On June 27, the Traffic Police Department (CSGT) said that the Minister of Public Security has just issued a Circular regulating testing and issuing driver's licenses; issuing and using international driver's licenses (replacing Circular No. 12/2025/TT-BCA dated February 28, 2025), effective from July 1, 2026.
This regulation is implemented based on the provisions of the Law on Road Traffic Order and Safety and Decree No. 94/2026/ND-CP dated March 31, 2026 of the Government regulating training and driving test activities, effective July 1, 2026 ( repealing Decree No. 160/2024/ND-CP dated December 18, 2024 of the Government regulating training and driving test activities), Article 24 on conditions on facilities of the Driving Test Center has removed the regulation on equipping simulated testing equipment for traffic situations, and removed the regulation on equipping simulated testing rooms.
Notably, in the Circular regulating the testing and issuance of driver's licenses; issuance and use of international driver's licenses (replacing Circular No. 12/2025/TT-BCA dated February 28, 2025), the computer-simulated traffic situation test has been removed.
According to current regulations, for the car driving test process, candidates must take theoretical tests, simulation tests of traffic situations on computers, practical tests and practical driving tests on the road.
Functional agencies believe that the regulation on testing drivers using software simulating traffic situations is not practical, lacks practicality, does not accurately reflect the situations, and some situation content is "puzzling" for candidates instead of evaluating driving skills.
Accordingly, from July 1st onwards, when the Circular regulating testing and issuing driver's licenses; issuing and using international driver's licenses takes effect, candidates will not have to perform a traffic simulation test on a computer.
