From July 1st, the Traffic Police Department (CSGT) of Hanoi City Police officially synchronously deployed the process of testing new drivers at all testing centers in the area according to Circular No. 108/2026/TT-BCA of the Ministry of Public Security.
On the same morning, at the Vocational Education and Driver Training Center under the University of Fire Prevention and Fighting (Ministry of Public Security), the Hanoi Traffic Police Department organized a driving test for nearly 400 students. This is the first test to apply new regulations, replacing Circular No. 12/2025/TT-BCA.
According to Circular No. 108/2026/TT-BCA, the exam simulating traffic situations on computers is officially abolished. The remaining driving test contents, including the theory test, visual examination, and driving test on the road, are still organized normally according to regulations.
To ensure unified implementation, right before the exam took place, officials of the Road Motor Vehicle Driver Testing and Issuance Team fully disseminated the new points of the circular, guiding students to understand the process and content of the test, helping candidates feel secure before entering the exam parts.
Mr. Pham Van Hoanh - Director of the Vocational Education and Driver Training Center - said that the abolition of the simulation exam helps students reduce psychological pressure and focus more on direct assessment of legal knowledge and vehicle driving skills.

On the first day of applying the new regulations, many students also expressed their agreement. According to the students, removing the simulation exam helps the exam process to be more convenient and reduce pressure.
However, to achieve good results, learners still need to firmly grasp legal knowledge, practice vehicle control skills and the ability to handle real-life situations when participating in traffic.
Lieutenant Colonel Ta Ngoc Khanh - Deputy Head of the Road Motor Vehicle Driver Testing and Permit Issuance Team (Traffic Police Department of Hanoi City Police - said that the implementation of the new test process is carried out synchronously, publicly, transparently and in accordance with regulations at all test centers in the city.
According to Lieutenant Colonel Ta Ngoc Khanh, the abolition of the simulation test is only an adjustment to the test content according to new regulations, not changing the requirements for learners to drive.
The overarching goal is to improve the quality of training and testing, ensuring that each person licensed has sufficient legal knowledge, vehicle control skills and the ability to handle safe situations when participating in traffic," Lieutenant Colonel Ta Ngoc Khanh emphasized.



In the coming time, the Traffic Police Department of Hanoi City Police will continue to strictly implement Circular No. 108/2026/TT-BCA and the direction of the leaders of the Traffic Police Department; strengthen inspection and supervision of testing work at centers in the area, and closely coordinate with training institutions to improve the quality of training, testing and issuing driver's licenses. Thereby contributing to building a team of drivers with sufficient knowledge, skills and awareness of complying with the law on traffic order and safety, meeting the requirements of ensuring traffic safety in the new situation.
