On July 9, according to the Government Portal, the Ministry of Construction is seeking opinions on the draft National Technical Regulation on inspection of motor vehicles participating in road traffic (replacing QCVN 122:2024/BGTVT).
The draft National Technical Regulation on inspection of motor vehicles participating in road traffic adds a series of damages and defects classified as serious, causing vehicles to fail registration.
One of the notable contents is to add many damages and defects to the group of serious errors (MAD). With these errors, the vehicle will not meet the inspection, and the vehicle owner must repair and fix it before taking the vehicle for re-inspection.
According to the draft, the vehicle will not pass the registration if the license plate is installed in the wrong position according to the manufacturer's design.
Because in reality, many vehicles currently install license plates in the wrong positions, are obscured or difficult to observe, affecting the work of identifying, monitoring and handling traffic violations.
The draft supplements regulations that vehicles do not meet inspection if the lubricant or coolant level is not in accordance with the manufacturer's regulations.
Another proposed error is that vehicles with actual body weight exceeding the parameters in vehicle records in addition to the allowed error are also classified as serious errors. This regulation aims to strengthen control over the situation of arbitrarily renovating and changing vehicle structures.
The error of lacking emergency escape glass breaking tools was previously only classified as an unimportant error, but is now proposed to be raised to a serious error.
According to the Vietnam Register, when an accident occurs, the lack or incorrect arrangement of this tool can cause particularly dangerous consequences for people on the vehicle.
The draft also adds many new errors related to lighting systems and safety equipment.
Accordingly, cases where hazard warning lights do not flash simultaneously, brake lights are not brighter than taillights, or rear barriers have sharp, pointed edges are classified as serious errors to ensure compliance with QCVN 09:2024/BGTVT on technical safety quality and environmental protection for cars.
Regarding car windows, if the windows on both sides, rear or upper are punctured or broken, the vehicle will not meet the inspection standards. Especially the windshield on the front with a transmission coefficient of less than 45% is also considered a serious error to prevent film or paint coating from limiting the driver's vision.
The draft also supplements the regulation that vehicles without wipers will not meet inspection because of the potential risk of unsafety when traveling in rainy conditions.
To serve emission inspection, engine speedometers that do not work or report errors are also classified as serious damage.
For vehicles that are required to install cameras according to the provisions of the Law on Road Traffic Order and Safety, the draft requires to have sufficient equipment to record images of drivers, passenger compartments and record images of preschool children and students on the vehicle. In case of lack of equipment, inspection will be refused.
In addition, if the device recording images of preschool children and students is not working or does not store images, the vehicle is also not inspected.
In addition, additional amenities installed in the car compartment, if affecting technical safety, are considered serious errors.
The draft also stipulates that cars with horns emitting volumes below 87 dB(A) or above 112 dB(A) will not meet inspection because they do not meet safety requirements.
