According to the Law on Road Traffic Order and Safety 2024 (effective from January 1, 2025), acts such as illegal production, use, and sale of license plates; driving motor vehicles and specialized motorbikes with license plates not issued by competent state agencies; having license plates in the wrong position; breaking or covering license plates; changing letters, numbers, colors, shapes, and sizes of license plates are strictly prohibited.
In addition, the above acts not only violate the law but also pose a potential risk of causing disorder, traffic safety and obstructing vehicle management.
Regarding the penalty level, Decree No. 168/2024/ND-CP (effective from January 1, 2025) specifically stipulates the penalty for the act of illegally manufacturing and assembling road motor vehicles and the act of illegally manufacturing and trading license plates.
Specifically, from 2025, the act of illegally manufacturing license plates or illegally manufacturing and assembling road motor vehicles will be fined from 40 to 50 million VND for individuals; from 80 to 100 million VND for organizations.
In addition to fines, individuals and organizations that violate will also be subject to additional penalties such as: Confiscation of license plates and illegally manufactured and assembled vehicles. At the same time, they are required to return any illegal profits gained from committing administrative violations.
