Nghe An has 3,530 surplus cadres after administrative unit arrangement

Nghe An - The whole province will have a surplus of about 3,530 cadres and civil servants after the arrangement of commune-level administrative units.

According to the Project on arranging commune-level administrative units in 2025 recently approved by Nghe An Provincial People's Committee, the whole province currently has 412 commune-level administrative units (including 362 communes, 33 wards and 17 towns). After the arrangement, the expected number will decrease to 130 units, equivalent to a decrease of 282 units, equivalent to 68.45%.

Currently, the whole province has 12,721 cadres, civil servants and public employees at the district and commune levels. Of which, the district level has 2,517 cadres, civil servants and 1,391 public employees; the commune level has 8,813 cadres and civil servants.

According to the general orientation, after the arrangement, all district-level positions will be transferred to the commune level. Each new commune-level administrative unit is expected to be assigned about 60 cadres and civil servants, of which the average government sector has about 32 people. The total estimated number of commune-level staff after the reorganization is about 7,800 people, a surplus of about 3,530 people compared to the present.

In the immediate future, Nghe An province will keep the number of existing cadres and civil servants to work at the commune level and gradually implement staff streamlining in conjunction with restructuring and improving the quality of the team within 5 years according to Government regulations.

For 1,391 district-level civil servants, the arrangement plan will be based on the instructions of central ministries and branches. The arrangement is associated with streamlining the payroll, improving the quality of the team and promoting autonomy in public service units suitable for each locality.
