The goal of the project is to research and test the option of converting gasoline-powered motorbikes to electric engines, in order to save energy, reduce emissions and in line with the City's green transport development orientation.
According to the initial report of the enterprise, the conversion plan only adds an electric motor motor motor motor, battery and energy controller, allowing the vehicle to operate on gasoline, electric or a combination of both.
The Department of Construction assessed this as a potential research direction, in line with the policy of green energy conversion in transportation.
However, the above content has only stopped at the proposed level and has not been assessed and appraised by the competent state management agency.
Therefore, the Department of Construction chaired a meeting to listen to Motorcycles TV present the project, with the participation of representatives of the Vietnam Register, the Vietnam Association of Motorcycle Manufacturers (VAMM), the Ho Chi Minh City Automobile and Dynamic Equipment Association, and the 50-03S Motor Vehicle Inspection Center.
Based on the opinions at the meeting, the Department of Construction sent an official dispatch to the Vietnam Register, reporting the full content and proposing that the Department review, evaluate, and study to amend and supplement circulars related to inspection activities.
At the same time, it is recommended that the Ministry of Construction integrate and supplement regulations, technical standards and safety regulations for the renovation and exchange of electric motors for motorbikes and mopeds, in order to create a legal corridor for organizations and individuals to implement.
The Department also requested the Vietnam Register to support and instruct Motorcycles TV Company to register for testing and evaluate the quality of electric motor conversion products for motorbikes.
According to the Department of Construction, in order for the project to be considered for official implementation, it is necessary to continue to improve the legal basis system, technical regulations, safety standards, technological solutions and assess the comprehensive impact on the economy - environment according to the instructions of central ministries and branches.
After having sufficient legal basis and testing results to meet requirements, the City and relevant agencies will synthesize and report to competent authorities for consideration and decision on official implementation, with a suitable roadmap, ensuring safety, efficiency and sustainable development.
Currently, the Ministry of Construction is also proposing that the Vietnam Register study the business's proposal to convert electric motors to old motorbikes.
The draft Project on controlling emissions of vehicles in Ho Chi Minh City proposes that from 2026, the city will establish a low emission zone (LEZ) in the central area, limiting gasoline and oil vehicles that do not meet emission standards. Can Gio and Con Dao areas are also in the pilot area.
The expected LEZ area includes the districts: 1, 3, 5, 6, 8, 10, 11, Binh Thanh, Tan Binh, Tan Phu and Phu Nhuan (formerly), limited by 15 bridges and 17 main roads.
From 2026, three groups of vehicles will be controlled in the LEZ region, including: diesel heavy trucks (completely banned), commercial cars under Euro 4 standards and service motorbikes under Euro 2.
By 2027, when motorbikes are required to have their emissions inspected, the control will be expanded to all vehicles that do not meet the standards.
