On the afternoon of November 6, at the 51st session of the National Assembly Standing Committee, Minister of Foreign Affairs Le Hoai Trung presented the Draft Resolution on a number of specific mechanisms and policies to improve the effectiveness of international integration.
The draft resolution focuses on 3 major groups of policies, including support mechanisms and policies for people working in foreign affairs and international integration.
Accordingly, people working in foreign affairs and international integration are regularly supported with 100% of their salary according to the current coefficient (excluding allowances).
This support is paid at the same salary period and is not used as a basis for calculating social insurance contributions and is exempt from personal income tax.
In case they are eligible for many monthly support policies for the same purpose at the same time, they will only enjoy the highest policy until the State issues a new salary regime.
With the above support level, the Government said that it is similar to the support level for people participating in law-making work according to Resolution No. 197 on a number of special mechanisms and policies that create breakthroughs in law-making and enforcement.
For those working in foreign affairs and international integration not regularly, who are trained, fostered, and have suitable working conditions... according to Government regulations.
The draft resolution also stipulates mechanisms and policies to mobilize experts, scientists, and users who are fluent in rare foreign languages to serve foreign affairs.
Accordingly, there is a professional training and fostering regime and a salary of 300% according to the current salary coefficient (excluding allowances) when accepted as a civil servant or public employee.
This level is similar to the regime for experts, managers, business administrators, and leading scientists who are Vietnamese when accepted as civil servants and public employees.

The draft resolution also stipulates that civil servants and public employees who are seconded to work at international organizations are given priority for consideration and consideration when returning to work at agencies, organizations and units. They are also subject to the regime of members of representative agencies in the area or equivalent.
The budget for implementing the resolution includes the State budget and other legally mobilized funding sources as prescribed by law.
The Government said that the estimated annual impact of implementing the resolution is about 990 billion VND, including the monthly support regime for the force working in foreign affairs and regular international integration of about 323 billion VND; the cost of training and fostering cadres working in this field is about 667 billion VND.
Reviewing this content, Chairman of the National Defense, Security and External Affairs Committee Le Tan Toi said that the Standing Committee of the Committee agreed with the necessity of issuing a resolution.
Regarding the regime and policies for people working in foreign affairs and international cooperation regularly, there are opinions in the review agency that the support must be consistent with the policy applied to civil servants and public employees in other fields in the political system.
"The Standing Committee of the Committee proposes to fully review and assess the impact of specific policies stipulated in the draft resolution on the State budget" - Chairman Le Tan Toi stated.
Vice Chairman of the National Assembly Tran Quang Phuong said that the National Assembly Standing Committee proposed to only stipulate policies under the authority of the National Assembly in the resolution.
The National Assembly Standing Committee also proposed reviewing the regimes and policies for people working in foreign affairs and international cooperation.
