The Department of Construction requires businesses installing battery exchange cabinets for electric motorbikes to strictly follow the instructions in Official Dispatch No. 2482/SXD-BTKT dated January 22, 2026. Businesses should base on the list of roads and locations that meet the conditions to develop plans for installing, operating and exploiting battery exchange cabinets.
Businesses wishing to deploy must complete dossiers requesting temporary sidewalk use permits, send them to the Department of Construction through postal services or online at the public service portal. At the same time, pay fees for using roads and sidewalks according to regulations.
In case of construction on the sidewalk, businesses must carry out additional procedures for issuing construction permits according to regulations before deploying outside the site and putting it into operation.
The Department of Construction assigned the Ho Chi Minh City Traffic Management and Technical Infrastructure Center to continue reviewing the road traffic infrastructure system, proposing more sidewalk locations that can install battery exchange cabinets, ensuring traffic safety, urban aesthetics and in accordance with regulations. This unit is also responsible for guiding and resolving recommendations and problems arising during the implementation process.
Currently, Ho Chi Minh City has recorded two businesses proposing to participate in socializing investment in a large-scale battery exchange cabinet system.
Great Wealth Trading and Service Co., Ltd. proposes to install 10,000 battery exchange cabinets next to lighting poles on roads with suitable sidewalks. The enterprise plans to deploy 5,000 cabinets in Quarter I/2026 and complete the remaining 5,000 cabinets in Quarter II/2026.
V-Green Global Charging Station Development Joint Stock Company also proposed installing 10,000 electric motorbike battery exchange cabinets, expected to be fully completed in the first quarter of 2026, serving more than 400,000 technology and delivery drivers operating in Ho Chi Minh City.
According to the Department of Construction, Ho Chi Minh City has built a roadmap from 2029 to convert 100% of motorbikes and mopeds participating in technology transportation of passengers and goods to using electricity or green energy, with an estimated scale of about 400,000 vehicles.
It is forecasted that by 2030, Ho Chi Minh City will have about 1.2 million electric motorbikes circulating, leading to the need to develop more than 25,000 public charging pillars and battery exchange cabinets to meet the needs of the people.
