On January 29, the Ho Chi Minh City Department of Construction said that it had licensed 91 locations to install electric motorbike battery exchange cabinets on sidewalks on many central streets such as Hai Ba Trung, Huyen Tran Cong Chua, Le Lai, Vanh Dai Trong, Le Thanh Ton, Ly Tu Trong, Nguyen Dinh Chieu, Nguyen Thai Hoc, Le Quy Don...
In addition, the Department is publicly announcing on the website a list of 101 locations eligible to install battery exchange cabinets, and at the same time continues to review and add more suitable locations in the near future to meet the development needs of vehicles using green energy.
According to the Department of Construction, the unit is completing the Final Report of the Project on controlling emissions of vehicles in Ho Chi Minh City.
The city has built a roadmap from 2029, 100% of motorbikes and mopeds participating in technology vehicles carrying passengers and goods will use electricity or green energy, with a scale of about 400,000 vehicles.
The project also forecasts that by 2030, Ho Chi Minh City will have about 1.2 million electric motorbikes, leading to the need to develop more than 25,000 charging poles and public battery exchange cabinets to serve people.
Regarding the reflection on the situation of some battery exchange cabinets installed on sidewalks obstructing pedestrians, the Ho Chi Minh City Department of Construction affirmed that the current installation is all licensed for temporary use of sidewalks according to the provisions of Decree 165/2024/ND-CP dated December 26, 2024 of the Government, as well as Article 77 of the Law on Road Traffic Order and Safety.
The locations for installing battery exchange cabinets must strictly comply with requirements such as: Not placing in intersections, entrances, pedestrian walkways, walkways for people with disabilities, areas with many existing technical infrastructure works; and ensuring that the remaining sidewalk is at least 1.5 m for pedestrians.
The Department of Construction said that battery exchange cabinets are highly mobile. In case businesses install them in the wrong licensed location, causing traffic obstruction or unsafety, they will be required to dismantle and recover them immediately. The Department has assigned its affiliated units to strengthen inspection and supervision of implementation in practice.
Previously, the Ho Chi Minh City Department of Construction issued a document guiding departments, branches, localities and related businesses on installing batterie replacement cabinets for electric motorbikes on sidewalks.
Notably, the Department requires battery exchange cabinets to ensure common use and technical compatibility, flexible charging compartment design, support for many types of batteries of different brands, or commit to applying an open connection protocol, in order to avoid monopolies and create convenience for users.
