The Ministry of Transport issued Circular No. 58/2024/TT-BGTVT regulating investment in bus stops, parking lots, locations and scale of rest stops, bus stops and parking lots on highways.
Circular No. 58/2024/TT-BGTVT details Clause 3 and Clause 4, Article 52 of the Road Law, including: considering and deciding on investment in stops and parking lots on highways; location and scale of rest stops, stops and parking lots on highways.
The Circular applies to organizations and individuals involved in deciding to invest in bus stops and parking lots and determining the location and scale of rest stops and bus stops and parking lots on highways.
The Circular clearly states regulations on investment in bus stops and parking lots; location and scale of bus stops and parking lots; construction items of bus stops and parking lots; location and scale of rest stops.
Regarding regulations on investment in parking lots:
During the process of preparing the feasibility study report, based on the demand for service use and the nature of the project, the project preparation unit will research and propose investing in parking lots at locations with natural landscapes or scenic spots, historical and cultural relics to develop tourism and promote local culture.
There are convenient entrances and exits that do not obstruct the view, are suitable for the nature, terrain, geological and hydrological conditions of the project, and ensure safety during exploitation.
The agency deciding on project investment for public investment projects or the agency approving the project for investment projects under the public-private partnership method decides on investment in parking lots based on research and proposals of the project preparation unit.
A notable point of this Circular is that the parking lot must have a minimum area of 500 m2, excluding the entrance and exit.
Regulations on location and scale of parking lots: Parking lots are built outside the road safety corridor.
Stops and parking areas include the following items: Entrance and exit roads; Parking area; information centers, tourist maps or other audio-visual equipment serving to provide information to traffic participants or promote local tourism.
The surface structure of the parking area and information provision area is cement concrete with a minimum thickness of 20 cm or asphalt concrete with a minimum thickness of 7 cm.
Traffic routes in parking areas must have signs and road markings; have a minimum turning radius of 10 m along the centerline of the road, ensuring the safe movement of all types of vehicles in parking areas.

Regulations on location and size of rest stops are as follows:
Rest stops are built outside the road safety corridor.
During the process of preparing the feasibility study report, the unit prepares the research project, proposes the location and scale of the rest stop based on: National technical regulations on rest stops, national technical regulations on expressways.
Investment form, ability to balance investment resources; Terrain, geological conditions and nature of project works.
This Circular takes effect from January 1, 2025. Rest stops that have been approved and have their locations and sizes decided upon before the effective date of this Circular shall continue to be implemented according to the approved contents.
