Recently, on December 2, authorities discovered a driver stopping his car in the emergency lane of the Vinh Hao - Phan Thiet highway without placing the required emergency warning device, allowing passengers to go to the toilet, causing traffic safety problems. Authorities said the driver only turned on the signal lights and did not place the warning cone... when making an emergency stop on the highway as required.
Many male passengers on the bus stood along the guardrail, freely going to the toilet.
For the above violation, driver V.M.T (residing in Kon Tum province) was fined 11 million VND and had his driving license revoked for 3 months. At the same time, the working group also discovered that this passenger bus was not running on the correct route and will invite the transport company owner to work.
According to regulations, when stopping at emergency stops, drivers must turn on the vehicle's warning lights and equipment, place a cone or a remote warning signal to avoid endangering other vehicles. Stopping to meet personal needs such as: going to the toilet, eating, sleeping, etc. are all strictly punished.
The driver's mistake is obvious, but it should also be added that the Vinh Hao - Phan Thiet expressway does not have an official rest stop. The Vinh Hao - Phan Thiet expressway is 100.8km long, the entire route passes through Binh Thuan province and will be put into operation and exploited on the main route from May 2023.
In mid-2024, Lao Dong Newspaper also reported that due to the lack of a rest stop, some people spontaneously installed iron stairs to overcome the barbed wire fence protecting the highway, to enter the "Zero-dong Sanitation" shops. After that, the management unit had to build a temporary rest stop.
In August 2024, the Vietnam Expressway Administration said that it had completed negotiations and signed a contract for the investment and business project to build 8 rest stops on the North-South expressway in the East, including: Mai Son - National Highway 45, Nghi Son - Dien Chau, Dien Chau - Bai Vot, Nha Trang - Cam Lam, Cam Lam - Vinh Hao, Vinh Hao - Phan Thiet (2 stations), Phan Thiet - Dau Giay.
Each stop is 3-7 hectares wide and located on both sides of the road. Construction items include parking lots, restrooms, rest areas, temporary rest rooms for drivers, information areas, and areas for rescue workers and first aid for traffic accidents.
Up to now, according to information from the Vinh Hao - Phan Thiet Expressway Management Board, the investor of the rest stop at Km205+092 has started construction after the locality mobilized people to hand over the land. However, according to the plan, this rest stop project will not be completed until the Lunar New Year of At Ty. The demand for travel during the holidays is very high, so the quick completion of the rest stops on the highway is necessary...
