The Government Portal posted the draft Circular promulgating "Amendment 01:2026 QCVN 01:2022/BKHCN National Technical Regulation on gasoline, diesel fuel and biofuel".
According to the draft, this regulation will take effect from June 1, 2026.
The drafting agency proposed that E10 gasoline be explained as follows: it is a mixture of unleaded gasoline and fuel ethanol, with an ethanol content of 8% to 10% by volume, symbolized as E10.

According to current regulations, E10 gasoline is a mixture of unleaded gasoline and fuel ethanol, with an ethanol content of 9% to 10% by volume, symbolized as E10.
E10 gasoline has an ethanol content: from 9 to 10% volume. Oxygen content: max. 3.7% volume.
Explaining the proposal to change the standards for E10 gasoline, the drafting agency said that changing the wording explanation for E10 gasoline is to be consistent with the technical regulations.
The drafting agency added that the regulation of the ethanol content limit range from 9% to 10% of volume and the maximum oxygen content of 3.7% of mass in the old standard with a narrow margin is creating difficulties in mixing, limiting import supply and increasing costs, affecting business efficiency as well as national energy security.
Specialized agencies referring to some other countries also stipulate that E10 gasoline has an ethanol content of about 8% to 12% in volume (Chinese standard) and an oxygen content of up to 4.0% in volume (Philippines standard).
Therefore, functional agencies are proposing to change the standards for E10 gasoline to be more relaxed with current regulations.
