The Government promulgates Decree No. 94/2026/ND-CP regulating training and testing activities for drivers. The Decree takes effect from July 1, 2026.
One of the notable points is the test vehicle condition as follows:
Vehicles testing for various grades use vehicles corresponding to the driving license grade specified in Clause 1, Article 57 of the Law on Road Traffic Order and Safety No. 36/2024/QH15, ensuring technical requirements according to the National Technical Regulations on Road Motor Vehicle Driver Testing Centers.
In which, A1 and A qualifying vehicles use automatic or manual clutch types; B qualifying vehicles use automatic transmission type (including electric cars) or mechanical transmission type (manual transmission); C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E and DE qualifying vehicles use mechanical transmission type (manual transmission).
The number of vehicles tested in the A1, A, B1, B, C1 and C categories is at least 2 vehicles each; other categories are at least 1 vehicle each; testing is allowed to be combined in the form and on the road.
Vehicle testing for driving on the road, at least 1 vehicle per class (permitted to combine testing in the picture and on the road).
Test vehicles are legally owned by organizations and individuals with driving test centers and are not allowed to be used for other business purposes (except for business purposes of driving training).
Test vehicles are fitted with 2 "TESTING" license plates in front and behind the vehicle according to the model specified in Appendix XIII attached to this Decree; vehicles testing grades B, C1, C, D1, D2, D and BE, CE, D2E, D1E, DE have auxiliary braking systems installed to ensure braking efficiency.
Three-wheeled motorbikes used as test vehicles for people with disabilities are three-wheeled motorbikes used for people with disabilities that have been granted vehicle registration certificates and license plates by competent authorities.
Grade B automatic transmission cars are used as test vehicles for people with right or right or left-footed disabilities.
Grade B automatic transmission cars used as test vehicles for people with disabilities, in addition to meeting the regulations in points d and đ of this clause, must also have appropriate structures so that the remaining arms and legs of the disabled can both hold the steering wheel and easily control the turn signal lever, headlight, wiper lever, gear lever, hand brake lever, foot brake pedal, accelerator pedal in all situations when driving according to the design function of the car manufacturer or certified by a competent authority with a certificate of motor vehicle modification confirming that the vehicle's control system is suitable for safe driving for people with disabilities.
