The Prime Minister directed to promote the development of electric vehicle charging station infrastructure in apartment buildings, and arrange electricity charging infrastructure for the transportation system.

Prime Minister Pham Minh Chinh signed Official Dispatch No. 27/CD-TTg directing ministries, branches, and localities to promote the development of electric vehicle charging station infrastructure in apartment buildings.

The telegram clearly stated that in the country's development orientation in the coming period, which is green transformation, digital transformation, and energy transformation, the transition to electric vehicles is an inevitable trend.

However, the infrastructure of charging stations, parking spaces and battery exchange stations in urban areas and apartment buildings is facing many problems and inadequacies such as: The system of charging stations and battery exchange points in urban areas and apartment buildings is still lacking and not synchronized; Parking space planning at projects is not complete, and the need for electrical charging puts pressure on the internal electrical system and fire safety.

To urgently complete regulations and standards, strengthen management to ensure safety, fire prevention in use and promote the development of infrastructure to serve parking spaces, charging stations, and battery exchange stations for electric vehicles, the Prime Minister requests:

Ministers, Heads of ministerial-level agencies, agencies under the Government, and Chairmen of People's Committees of provinces and cities promote communication, publicity, and transparency of information related to green transportation development and electricity charging station infrastructure to ensure timeliness, completeness, accuracy, and efficiency.

Rebuild policy regulations, standards, and infrastructure development plans to serve parking spaces, charging stations, battery exchange stations.... Do not let loopholes create opportunities for corruption, negativity, wastefulness, and group interests... when organizing implementation, it is necessary to regularly supervise, inspect and handle violations if they occur.

Continue to strictly and effectively implement the tasks and solutions directed by the Government related to traffic development, green traffic infrastructure, and green energy.

The Ministry of Construction urgently builds and completes a system of regulations, standards/norms on urban planning that must integrate infrastructure for green traffic, including electricity charging stations, infrastructure necessary for replacement battery charging stations, to be completed in the second quarter of 2026.

Promptly research, amend and supplement national technical regulations on apartment buildings to provide specific guidance on charging station design at apartment buildings to ensure safety requirements, fire and explosion prevention, convenient installation location for use and incident response, to be completed before April 30.

Preside over and coordinate with relevant agencies to remove obstacles related to construction permit procedures and renovation of charging stations for existing apartment buildings.

The Ministry of Industry and Trade shall urgently build and promulgate national technical regulations on safety, energy efficiency standards for charging equipment, charging stations and power supply systems for charging stations, to be completed in the third quarter of 2026.

People's Committees of provinces and cities urgently review planning and requirements for arranging electrical charging infrastructure for transportation systems in urban areas and construction sites.

Request investors and apartment building management boards to closely coordinate with charging infrastructure providers to arrange scientific and safe installation locations in accordance with legal regulations, standards, and regulations; guide residents to arrange and use parking spaces, charging stations, and battery exchange stations for electric vehicles in residential areas and apartment buildings to ensure security and order, fire safety and convenience for people's lives.
