Motorcycles must have emissions inspection after 5 years of production

According to regulations of the Ministry of Transport (MOT), motorbikes and scooters must have their emissions inspected periodically every 5 years from the year of manufacture.

The Ministry of Transport has just issued Circular 47/2024, stipulating that for motorbikes and scooters with a period from the year of manufacture up to 5 years, the owner does not have to submit an emission inspection application and does not have to bring the vehicle to the inspection facility for emission inspection.

Emission inspection certificates for motorcycles and motorbikes will be issued by the Vietnam Register on the inspection management software.

The inspection results are based on the results of certification of technical safety and environmental protection quality of motorcycles and motorbikes in production, assembly and import taken from the archived data of the Vietnam Register combined with the database on registration and management of motor vehicles of the Ministry of Public Security.

After 5 years, the vehicle owner must bring the vehicle to the inspection facility for emission inspection. When going for emission inspection, the vehicle owner must bring the following documents: Original vehicle registration certificate; certified copy or certified electronic copy of the original vehicle registration certificate; original vehicle registration certificate appointment paper, so that the inspection facility can receive the inspection file.

The inspection facility then looks up the information of the motorbike or scooter on the inspection management software and compares the vehicle registration certificate with the actual motorbike or scooter so that the inspection facility can create an inspection control and emission inspection form for the vehicle. If the documents do not match, the inspection will be rejected.

Upon passing the emission inspection, the vehicle will be issued an electronic emission inspection certificate with data integrated with the vehicle owner's electronic identification account.

Circular 47/2024 also stipulates that for motorcycles and mopeds with a production period of up to 5 years, the emission inspection cycle is 60 months from the date of manufacture of the motorcycle or moped. In case the motorcycle or moped in the database does not have information about the date of manufacture, it is calculated from December 31 of the year of manufacture.

For motorbikes and scooters with a production period of 5 to 12 years, the periodic emission inspection cycle is 24 months; for motorbikes with a production period of over 12 years, the periodic emission inspection cycle is 12 months.

Circular 47 takes effect from January 1, 2025. However, a representative of the Vietnam Register said that the time for implementing emission testing has not been determined. Currently, the Ministry of Natural Resources and Environment is coordinating with the Ministry of Transport to develop and submit to the Government for issuance of a decision on the implementation roadmap.
