In the consultation on the draft Decision of the Prime Minister on the roadmap for applying emission standards for imported and assembled motor vehicles, the Ministry of Transport published a report explaining and accepting opinions from units that had previously provided comments.
Accordingly, some units have opinions on motorbike emission testing as follows:
The Ministry of Natural Resources and Environment commented: in Article 2 of the draft on the subjects of application: it is proposed to clarify the subjects of imported automobiles, two-wheeled motorbikes, two-wheeled motorbikes (motorbikes) including "new imports" and "used imports".
The Ministry of Natural Resources and Environment also proposed to revise the term "National Technical Regulation on Emissions" to replace the "Emission Standards" for newly manufactured, assembled and imported automobiles, two-wheeled motorbikes and two-wheeled motorbikes.
The Department of Transport Infrastructure (Ministry of Transport) also proposed to review and re-evaluate some types of vehicles that are not subject to the draft Decision of the Prime Minister on the roadmap for applying emission standards for imported and assembled motor vehicles, as in Clause 4, Article 2: “Vehicles designed only to serve the following purposes: ..., motorbikes, motorbikes used in entertainment areas; motorbikes, off-road motorbikes.”
The Ministry of Planning and Investment requested the Ministry of Transport to study a solution to handle cases of imported motor vehicles, domestically produced and assembled vehicles in stock that have not yet been registered for emission inspection according to the time frame prescribed at the time before the Decision was issued and took effect.
Vietnam Association of Motorcycle Manufacturers (VAMM) comments on Article 4 of the draft Roadmap for applying emission standards.
According to the draft, newly manufactured, assembled and imported two-wheeled motorbike models will apply Level 4 emission standards in testing and certification of technical safety and environmental protection from July 1, 2027.
Two-wheeled motorcycle models manufactured, assembled and imported that have been tested and certified for technical safety and environmental protection before July 1, 2027 must apply Level 4 emission standards from July 1, 2028.
