The Ministry of Transport is seeking opinions on the roadmap for motorbike emission testing.

The Ministry of Transport is seeking comments on the draft Decision of the Prime Minister on the roadmap for applying emission standards to imported and manufactured and assembled motor vehicles (including motorbikes). The draft is open for comments until January 8, 2025.

According to the Ministry of Transport, implementing the direction of Deputy Prime Minister Tran Hong Ha at the meeting on November 7, 2024 on the above draft Decision, the Ministry of Transport has reviewed and completed the roadmap for applying motor vehicle emission standards to clearly demonstrate its determination and implementation of the Party's policies and the State's laws and policies on environmental protection.

According to the Ministry of Transport, the current emission standards applied are still low, such as level 2 for two-wheeled motorbikes. It is necessary to set a roadmap to apply a unified and synchronous emission standard for two-wheeled motorbikes (raising it to level 4).

Regarding the time of application of level 4 emission standards for 2-wheeled motorbikes, 2-wheeled motorbikes will be applied from January 1, 2026, creating momentum to promote green energy conversion in transportation.

The draft decision on the roadmap for applying emission standards stipulates:

The roadmap for applying emission standards to newly imported, manufactured and assembled motor vehicles is as follows:

New imported and manufactured and assembled automobiles shall apply Level 5 emission standards specified in Clause 1, Article 3 of this Decision from January 1, 2025.

Newly imported and manufactured and assembled two-wheeled motorbikes shall apply Level 2 emission standards specified in Clause 1, Article 3 of this Decision from January 1, 2025 to December 31, 2025.

Newly imported and manufactured and assembled two-wheeled motorcycles shall apply Level 3 emission standards specified in Clause 1, Article 3 of this Decision from January 1, 2025 to December 31, 2025.

Newly imported and manufactured and assembled two-wheeled motorbikes and two-wheeled motorbikes shall apply Level 4 emission standards specified in Clause 1, Article 3 of this Decision from January 1, 2026.

Newly imported, manufactured and assembled four-wheeled motor vehicles and four-wheeled motor vehicles shall apply the emission standard of "0" as prescribed in Clause 3, Article 3 of this Decision from January 1, 2026.

Newly imported and manufactured three-wheeled motorbikes and three-wheeled motorbikes shall apply the emission standard of "0" as prescribed in Clause 3, Article 3 of this Decision from January 1, 2026.

Roadmap for applying emission standards to imported used motor vehicles:

Used imported cars shall apply Level 4 emission standards specified in Clause 2, Article 3 of this Decision from January 1, 2025.

Used imported four-wheeled motor vehicles and four-wheeled motor vehicles shall apply the emission standard of "0" as prescribed in Clause 3, Article 3 of this Decision from January 1, 2026.
