Lao Dong Newspaper has just published a series of articles reflecting the construction of a pickleball court in Cua Chua pond area, Phuc Loi ward, Long Bien district, built on public land, but not through land auction procedures, not issuing construction permits and especially seriously violating the safety of the national gas pipeline protection corridor.
On March 25, the Hanoi People's Committee issued Document No. 1089 to the Long Bien District People's Committee conveying the opinion of Chairman of the Hanoi People's Committee Tran Sy Thanh, assigning the Long Bien District People's Committee to preside over and coordinate with relevant units to urgently inspect and clarify.
"Consider the responsibility of collectives and individuals according to Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the City Party Committee "On strengthening discipline, discipline and responsibility for handling work in the City's political system" if violations occur" - Chairman of the Hanoi People's Committee directed.
The People's Committee of Long Bien District is required to report the implementation results before April 3, 2025.
Directive No. 24-CT/TU of the Standing Committee of the Hanoi Party Committee on strengthening discipline, order and responsibility for handling work in the political system of Hanoi City issued on August 7, 2023 clearly states:
The Standing Committee of the City Party Committee directs the strengthening of propaganda and education to raise awareness of position, role and responsibility in complying with public service discipline and order. Absolutely do not avoid or shirk responsibility, be effective with assigned work.
Resolutely and promptly replace and transfer cadres, civil servants, and public employees, especially leaders who do not meet the requirements of the tasks. Improve the quality of evaluating cadres, civil servants, and public employees, take measures to monitor and prevent acts of authoritarianism, chuyen mon, and bureaucracy.

In addition to the tasks, the Directive also has an appendix suggesting the identification of some manifestations of violations of discipline, discipline and responsibility for handling work in the city's political system, including 12 manifestations of violations of discipline and order; 9 manifestations of avoiding, pushing, and lacking responsibility in performing tasks; 4 manifestations of implementing the mechanism to protect and encourage those who dare to fight and encourage dynamic and creative cadres.
Previously, Lao Dong Newspaper reported that the land used to build a pickleball court at Cua Chua pond was over 2,600m2 wide, under the management of Phuc Loi Ward People's Committee. However, local people reported that this sports field does not have a construction permit.
Happy Land pickleball court is built close to the protection area of the gas pipeline. This area has a sign "with a protected underground pipeline".
Speaking to Lao Dong Newspaper, Mr. Bui Anh Tuan - Chairman of Phuc Loi Ward People's Committee - said that this public land area "not built any construction". The current status is only temporary, keeping the original status and allowing people to implement the plan to exploit the sports field and reserve a part of it for the playground for the residential group.
Responding to a reporter's question about whether the project is granted a construction permit or not, Mr. Tuan said: "There is a plan! No construction permit is granted because with this project, there is no brick built here, only a sports field, a mobile roof, no construction at all".
According to the leader of Phuc Loi ward, this land cannot be auctioned because it is located in the protection corridor of the oil pipeline, so it can only be exploited and managed to avoid encroachment.
Regarding the pickleball court project violating the safety corridor of the gas pipeline, speaking with a reporter from Lao Dong Newspaper, a representative of the Vietnam National Petroleum Group (Petrolimex) affirmed that from November 2024 to February 2025, on the section of the pipeline from Hai Duong Petroleum warehouse to Duc Giang Petroleum General warehouse, at the location in Phuc Loi ward, Long Bien district, Hanoi, there were serious violations due to people building a sports field within the safety corridor of the pipeline.
"Although the unit managing the pipeline has inspected and detected it in a timely manner and has notified local agencies and organized work with relevant parties, the matter has not been handled yet," affirmed a representative of the Vietnam National Petroleum Group.
Vietnam National Petroleum Group has directed B12 Petroleum Company and K132 Petroleum Transport Enterprise (the owner of the pipeline project) to continue working with local authorities and people to handle the violating construction works as soon as possible.
