The merger of the two Ministries (Ministry of Home Affairs and Ministry of Labor, War Invalids and Social Affairs) was carefully prepared, thoughtful, tight and scientifically. From there, the new Ministry of Home Affairs will operate synchronously, comprehensively, actively and effectively.
Immediately after advising the Government to deploy and complete the merger of ministries, ministerial-level agencies, government agencies and specialized agencies of provincial and district People's Committees, the Ministry of Home Affairs has actively completed legal documents so that all ministries after the merger can operate from March 1.
The Ministry of Home Affairs has also immediately started advising competent authorities to arrange provincial-level administrative units, reorganize commune-level administrative units and implement the 2-level local government model.
The Politburo has given its opinion on this issue three times. In particular, Conclusion No. 130-KL/TW of the Politburo clearly defines the policy in the arrangement of provincial-level administrative units.
The conclusion of the Politburo also specifies the guidelines in rearranging the provincial authorities, reorganizing the commune authorities and building a two -level local government. This is a political basis for the Ministry to complete the project to report to the Party Central Committee at the 11th Conference.
In the coming time, Minister Pham Thi Thanh Tra suggested that units need to focus highly on implementing the task of arranging administrative units at the provincial and commune levels, organizing local governments at both levels, submitting to the National Assembly Standing Committee and the National Assembly before June 30, so that commune-level governments will start operating from July 1, and provincial-level authorities will operate after August 30.
The Minister noted that from 1.5, the workload will be very large when 63 provinces and cities send a scheme to arrange to the Ministry of Home Affairs to submit to the Standing Committee of the National Assembly and the National Assembly at the same time. At the same time, the Ministry of Home Affairs should coordinate, support and guide ministries and branches to adjust legal documents to ensure the operation of the two -level local government, after no longer the district level.
According to the roadmap, the Government Party Committee will report to the Central Executive Committee at the 11th Conference to approve the project of the Government Party Committee.
Notably, the Politburo will organize a National Conference to implement the arrangement of provincial and commune-level administrative units, and the organization of local governments at two levels, scheduled to take place on April 16. The conference will also identify a number of tasks in rearranging the Fatherland Front and socio-political organizations, court agencies, and prosecutor's institutions.
Minister Pham Thi Thanh Tra shared: "July 1 is the milestone for the commune-level government to start operating, August 30 is the time when the entire political system after being reorganized and reorganized will officially come into synchronous operation".
