Stop construction until a fire prevention and fighting plan is found
On February 18, the Hanoi People's Committee received a document from the Management Board of Home City Apartment Building (177 Trung Kinh, Yen Hoa Ward, Cau Giay District) requesting the Hanoi People's Committee to urgently direct the settlement of the fire prevention and fighting and rescue plan and temporarily suspend the construction of the Primary School Project at 177 Trung Kinh.
Regarding this, Vice Chairman of the People's Committee of Duong Duc Tuan directed the transfer of the above document of the Home City Apartment Management Board to the People's Committee of Cau Giay District for inspection and handling according to regulations, responding to the Home City Apartment Management Board; reporting to the City People's Committee for content beyond its authority (if any).
According to Lao Dong, recently, there was a meeting between the People's Committee of Cau Giay District, the People's Committee of Yen Hoa Ward, residents and the investor of Home City Apartment to discuss the implementation of the project to build a primary school at 177 Trung Kinh. The meeting was chaired by Mr. Tran Dinh Cuong - Vice Chairman of Cau Giay District People's Committee.
At the meeting, the representative of the management board mentioned the current situation of narrow internal roads and corners of buildings V2 and V3, which do not ensure fire safety. Meanwhile, the road on the Nguyen Chanh side - the road next to the VNT Company Project is a temporary road and is often congested.
Therefore, 177 Trung Kinh walkway is the only walkway that meets fire safety and fighting requirements and is the official address of the apartment building according to the sales contract as well as in legal documents. If the investor builds a school and narrows the 177 Trung Kinh walkway, it will affect the lives of residents and not ensure fire safety.
Meanwhile, the investor - representative, Mr. Vu Ba Thien - Deputy Director of Phu Minh Investment Company Limited affirmed that the implementation of the primary school project is in accordance with the approved decision.
At the end of the meeting, the investor and the management board agreed to hold a meeting between the two sides to find a solution for the path and fire prevention and fighting plan, to be completed before March 3, 2025. During this time, the investor will temporarily suspend the project. At the same time, the investor committed to inviting the fire prevention and fighting agency and the management board to conduct a field survey and develop a fire prevention and fighting plan in accordance with standards for Home City Apartment.
After having a unified plan, the investor will report in writing to the People's Committee of Cau Giay District and the People's Committee of Yen Hoa Ward on March 3, 2025.
On the side of the local government, Mr. Tran Dinh Cuong - Vice Chairman of Cau Giay District People's Committee said that he will urge VNT Company to complete the road according to the plan.
Nearly 10 years of "finding" the main entrance of the apartment
Previously, Lao Dong had an article reflecting the fact that thousands of residents of Home City Apartment Building were calling for help because the main road leading to the building was at risk of being narrowed, not ensuring fire safety.
Ms. Nguyen Thi Minh - a resident of Home City Apartment Building said that in the 7 years living here, she and her family members have never driven a car into the main hall of 177 Trung Kinh. All residents who want to take a car have to use a "borrowing" way behind the building - a road in Trung Hoa ward.
Meanwhile, the main road at 177 Trung Kinh is about 6-7m wide, the investor only allows motorbikes, bicycles and pedestrians to travel.
Ms. Truong Minh Ngoc - a member of the management board of Home City Apartment Building said that from 2016 to now, Home City Apartment Building has not had an official path, forcing them to use a temporary road through the park project of VNT Company. Meanwhile, the investor limited 177 Trung Kinh Pass, allowing only bicycles and motorbikes, leading to unsafe traffic and fire prevention and fighting.
The investor's decision to start construction without completely resolving the dispute over the 177 Trung Kinh walkway and not having a fire prevention and fighting plan to ensure safety is unreasonable, which could affect the lives, property and legitimate rights to the walkway, fire prevention and fighting and safety of nearly 5,000 Home City residents" - said a representative of the management board.
