On September 10, the Office of the Ho Chi Minh City Party Committee issued a notice of the conclusion of Ho Chi Minh City Party Committee Secretary Tran Luu Quang at the working session on the arrangement of press agencies in the city.
According to the conclusion, the Secretary of the Ho Chi Minh City Party Committee acknowledged and highly appreciated the contributions of press, radio and television agencies to the city's development in recent times.
Mr. Tran Luu Quang emphasized that the implementation of press arrangement is to implement the general policy of the Party, aiming to streamline the organization of the apparatus, improve operational efficiency, and at the same time promote the core role of Ho Chi Minh City press in information and propaganda work, serving the development of the city in the new period.
During the implementation of the arrangement, the Secretary of the Ho Chi Minh City Party Committee requested relevant agencies to study and have solutions to maintain the brand and role of traditional press agencies, ensuring compliance with current policies and regulations.
The Secretary of the Ho Chi Minh City Party Committee assigned the Propaganda and Mass Mobilization Committee of the City Party Committee, the Party Committee of the Ho Chi Minh City People's Committee and relevant agencies and units to closely follow the direction of the Central Government, urgently complete the arrangement and merger of radio and television stations (Ho Chi Minh City Radio - Television, Binh Duong Radio - Television Station, Ba Ria - Vung Tau Radio - Television Station), as well as the arrangement and transfer of functions and tasks of Binh Duong Newspaper and Ba Ria - Vung Tau Newspaper to Saigon Giai Phong Newspaper. Completion date before September 14.
In addition, the Propaganda and Mass Mobilization Committee of the City Party Committee is assigned to preside over and coordinate with relevant units to fully absorb comments and reviews the contents and bases of legal regulations to supplement and complete the project to reorganize Ho Chi Minh City press. In particular, it is necessary to adjust the project name to comply with the Central's orientation, synthesize and submit to competent authorities for consideration and comments.
At the same time, it is necessary to carefully prepare the reporting content, clarify difficulties and problems, and at the same time assess the current legal situation and the practice of press arrangement in the locality.
On that basis, coordinate with the Party Committee of the Ho Chi Minh City People's Committee, the Ho Chi Minh City National Assembly Delegation and relevant agencies to contribute comments and proposals to amend and supplement Resolution 98/2023/QH15 of the National Assembly on specific mechanisms and policies for the development of Ho Chi Minh City, as well as the Press Law, to build a model of organizing press, radio and television agencies in accordance with the reality and characteristics of the city.
Implementing Decision 362/QD-TTg dated April 3, 2019 of the Prime Minister on the National Press Development and Management Plan until 2025, in phase 1, Ho Chi Minh City (before the merger) has rearranged the press system in the direction of streamlining, through the conversion of governing agencies and operating models.
From the initial 27 agencies, the city still has 19 press agencies, including 7 press agencies (3 newspapers under the City Party Committee, 1 newspaper under the Ho Chi Minh City People's Committee, 1 newspaper under the City Youth Union and 2 religious newspapers), 1 radio station, 1 television station (under the Ho Chi Minh City People's Committee), 7 magazines and 3 scientific magazines.
From July 1, 2025, 4 more press agencies of Binh Duong and Ba Ria - Vung Tau provinces will be transferred under Ho Chi Minh City, bringing the total number of press agencies of the city to 23, with more than 3,000 employees.
