According to the people's report, in recent times, along the coastal dyke 8 (Huu Hoa dyke) on the territory of Thuy Viet commune, the area of 5% of the land managed by the commune for households to rent for wharves and aquaculture has been built with houses by many households without the approval of the competent authority.

Also at the outside of the Huu Hoa dyke, there are some wharf collection points for construction materials, especially black sand collection points that are as high as mountains, exceeding the dyke's surface and affecting the flood discharge corridor, protecting the dyke, and affecting the cultivation of crops inside the dyke...
The people have submitted a petition stating that all the above-mentioned actions are land use violations, violating the Land Law, and that the authorities have not handled them for many years. The management agencies such as the Thai Thuy district People's Committee, the Department of Natural Resources and Environment, and the Thuy Viet commune People's Committee have turned a blind eye and have not handled or rectified the situation in a timely manner, allowing the violations to continue for many years.
After the newspaper published the article, on August 4, the Thai Binh Provincial People's Committee issued a document No. 2934/UBND-TNMT to the Thai Thuy district People's Committee, directing the handling of the content reported by Labor Newspaper, and reporting the results to the Provincial People's Committee before August 15.
Regarding this case, the leader of the Thai Thuy district People's Committee said that, in accordance with the direction of the Provincial People's Committee, the district People's Committee has issued a document directing the Thuy Viet commune People's Committee and relevant agencies to establish a working team to inspect, classify, and quantify the content and severity of the violations, and to report the results, propose a handling plan, and handle it appropriately.
