On February 7, information from the Vinh City People's Committee said that the city government has a plan to pay salaries to teachers and contract employees who are owed salaries in January 2025.
“Recently, a number of teachers and contract employees at schools in Cua Lo town - an area newly merged into Vinh city from January 1, 2025 - have not received their January salary. Vinh City People's Committee has sent a document asking for opinions and has been instructed by the Department of Home Affairs to implement according to Official Dispatch No. 8381 of the Provincial People's Committee,” said a representative of Vinh City People's Committee.
According to Official Dispatch No. 8381/UBND-TH dated September 27, 2024 of the People's Committee of Nghe An province on resolving difficulties and problems in implementing professional contracts according to Decree No. 111/2022/ND-CP, it clearly states:
“Group 3 and 4 public service units need to identify the source of salary payment for long-term contracts (from 2022 and earlier) due to the specific nature of the profession, history, or mergers, organizational restructuring, etc., to request the State Treasury to pay the salary. At the same time, these subjects will be given priority in recruitment as civil servants if they meet the conditions, standards and requirements of the job position to be recruited.”
Based on the above instructions, teachers and contract employees at educational institutions in Vinh City, if signed contracts before 2022, will have their salaries paid by the State Treasury.
In addition, in the coming time, Vinh City will review and handle the above cases in accordance with regulations, ensuring the rights of teachers and contract employees.
Previously, as reported by Lao Dong Newspaper, on January 26 (ie December 27 of the lunar calendar), many teachers and school staff in Vinh City had not yet received their January 2025 salary.
At Le Thi Bach Cat Secondary School, there are 3 teachers and 1 contract employee who have not been paid. Le Thi Bach Cat Secondary School was formerly located in Cua Lo town. From January 1, 2025, after Cua Lo town merged into Vinh city, the school was transferred to the city for management.
According to research, some schools that were formerly in Cua Lo town, now moved to Vinh city, have dozens of teachers and contract employees who have not received their salaries.
Due to changes in the management mechanism, these contract employees are paid from the unit's revenue. However, because some schools have not completed the procedures in time, the State Treasury has also temporarily stopped approving salaries from January 2025 for these contract teachers and employees.
Faced with that situation, Vinh City People's Committee has sent a document to the Provincial People's Committee to request solutions to ensure the rights of teachers and contract employees and stabilize the operations of schools in the area.
