Faced with the situation of "Su coc" vehicles causing chaos in the Lang Son border area, brazenly using white-plate vehicles to transport goods and passengers, the group of reporters had a meeting with the authorities to clarify the issue.
Speaking to reporters, a representative of the Traffic Inspectorate (Department of Transport of Lang Son province) said: "The "illegal vehicles" operating in Lang Son province are basically vehicles with 5 to less than 10 seats, including 7-seat Suzuki vehicles with white license plates, bearing personal names, also known as "Su coc" vehicles.
The representative of this unit said that these vehicles often pick up and drop off passengers at private homes, making reservations via phone. It is very difficult to prove that the vehicle owner and driver collect money from passengers in the vehicle because the evidence is unclear.
It is worth mentioning that passengers did not cooperate and even covered up for the driver when the authorities conducted the verification. The bus companies and drivers informed each other, assigned people to monitor the movement of the authorities, and were wary of strangers on the bus...
Since the beginning of the year, Lang Son Province Traffic Inspectorate has inspected over 420 passenger vehicles.
Through inspection, in the field of passenger transport, 2 administrative violation fines were made corresponding to the amount of 2.1 million VND.
Along with that, the unit coordinated with the Traffic Police Department, Lang Son Provincial Police to stop and inspect 132 vehicles, mainly passenger transport vehicles. Of which, 47 vehicles were recorded for violations, corresponding to a fine of nearly 58 million VND.
Talking about the difficulties, the Provincial Traffic Inspectorate said that although the Law on Road Traffic Safety and Order will not take effect until 2025, currently the Decrees and circulars detailing and guiding the implementation of the 2008 Road Traffic Law for the Traffic Inspectorate have basically expired or been abolished.
Therefore, the inspection and handling of violations in transport activities by the Transport Inspectorate faces many difficulties and obstacles, and some contents are no longer under its authority to handle.
Regarding the issue of "Su coc" vehicles causing chaos on the roads, a representative of the Traffic Police Department - Lang Son Provincial Police said that currently, the number of "Su coc" vehicles has decreased significantly compared to before.
The representative of this unit also confirmed that the above "Su coc" cars were not registered for business.
"In addition, speeding violations are handled when detected by the traffic police. As for transport management, no violations are detected. Furthermore, detecting and handling disguised transport vehicles is extremely difficult. Even if we identify real passenger vehicles, if the passengers and drivers do not cooperate in handling the case, it is still very difficult to identify" - a representative of the Traffic Police Department of Lang Son province informed.
Previously, according to the reporter's records, the white-plate "Su coc" car was operating a bustling transportation business in Lang Son province.
These cars freely set up "pirate stations" to pick up and drop off passengers in the heart of Lang Son City, and at the same time use tricks to bypass authorities.
