According to the Ninh Binh Provincial Construction Investment Project Management Board No. 2 (abbreviated as Board 2), after recording the seepage and seepage situation in some areas of Nam Dinh General Hospital, Board 2 has coordinated with the hospital and contractors to inspect, determine the cause and implement remediation.
Through review, about 20 locations were recorded to have seepage and leaks. Among them, water seeped from the ceiling in the corridor of the 2nd floor of building No. 4 and some rooms in the Oncology Center area, Department of Gastroenterology. Some other locations experienced water overflow at subsidence crevices, the base of about 8 rooms on the 2nd floor of the Department of Infectious Diseases showed mold. Some locations adjacent to glass walls with the construction structure also experienced water seepage.
On September 22, reporters of Lao Dong Newspaper recorded that some locations with seepage and leakage phenomena have been basically handled, and some locations are still being monitored.
Previously, on September 19, Lao Dong e-newspaper had an article reflecting on the situation of Nam Dinh General Hospital being seeped and leaking, posing a potential risk of unsafety, affecting the treatment process and daily life of patients.
Representatives of Board 2 said: "The above phenomena originate from many causes. For some points of seepage from the ceiling, the cause is related to the central air conditioning system, some air conditioning equipment has not been cleaned according to instructions".
Mr. Tran Van Tuyen - Head of Administration and Management Department of Nam Dinh General Hospital - said: "Since the hospital was put into operation, the air conditioning system has not been maintained and repaired according to the manufacturer's recommendations.
Maintaining this system is not simple, because this is a system of great value, while the budget for maintenance is limited. The hospital is developing a plan so that when the warranty expires, there will be timely air conditioner maintenance directions.
As for the subsidence crevices and the roof area, Board 2 believes that the prolonged heavy rains at the end of August and the beginning of September caused the drainage system in some areas to not meet the demand, leading to water overflowing into the subsidence crevices. Board 2 also recorded garbage, cigarette butt filters, food... being thrown at water collection pits, affecting drainage capacity.
Specifically at the Department of Infectious Diseases, Department 2 said that this is an area renovated from the old structure, some parts of the old walls are retained. The moldy condition at the base of the walls of about 8 rooms on the 2nd floor is being checked to determine the specific cause.
For locations seeping through glass walls, the outer glue layer at some locations has peeled off, creating gaps that cause water to see in. Contractors have inspected and re-treated these locations.
This time, Board 2 will inspect 100% of air conditioners, to date, about 30% of air conditioning equipment has been inspected and cleaned according to warranty and maintenance instructions. After handling, the equipment is monitored for about 10 days to assess its operating capacity.
Board 2 will continue to coordinate with Nam Dinh General Hospital and contractors to focus on handling the remaining shortcomings, ensuring the completion of remediation in October 2026," said the representative of Board 2.
The 700-bed hospital is being renovated on the old site after many years of abandonment, invested by Board 2, the total investment of the project is more than 1,700 billion VND.
The project started in 2006, basically completing the structural part of the main works but had to be temporarily suspended from 2012 due to many reasons. After a period of stagnation, the project was restarted in 2021, completed and put into use from July 2025.
