Closely monitor the developments of storms, rain and flood situations, flash flood warnings, landslides, and land subsidence due to rain or water flow according to the announcements of the National Hydrometeorological Forecasting Center and the mass media; proactively review plans and solutions for storm and flood prevention and control and deploy storm and flood prevention and response work in accordance with natural disaster developments and practical requirements of localities and units.

At the same time, organize professional and emergency duty 24/7; be ready to receive and provide emergency care for victims caused by rain and floods; do not interrupt emergency care and treatment for people; ensure adequate supply of essential medicines for people, promptly replenish reserves of medicines, chemicals, and supplies for disaster prevention and search and rescue.

Implement plans to protect medical facilities in areas at risk of being affected by floods; proactively evacuate medical facilities in low-lying areas at risk of flooding, flash floods, landslides.

The Ministry of Health requests the Department of Health of provinces and cities in the Northern and Central regions; units under and affiliated to the Ministry of Health in the Northern and Central regions to organize environmental sanitation, disease prevention, ensure clean water, food safety work caused by storms and floods; arrange and stabilize medical examination and treatment facilities, ensure medical examination and treatment for people after floods.

At the same time, report on the damage situation, needs, local guarantee capacity and propose support when exceeding local guarantee capacity to the Ministry of Health (through the Department of Planning and Finance) for synthesis and reporting to the competent authority for decision.

According to the National Hydrometeorological Forecasting Center, early this morning - September 19, the tropical depression in the northeastern area of ​​Hoang Sa archipelago has strengthened into a storm, storm number 4 in 2024.

At 7:00 a.m. on September 19, the center of the storm was at about 17.5 degrees North latitude; 108.7 degrees East longitude, about 190km east of Quang Binh - Quang Tri. The strongest wind near the center of the storm was level 8 (62-74km/h), gusting to level 10; moving mainly west at a speed of about 20km/h.

It is forecasted that today, the storm will move west at a very fast speed (about 20-25km/h), heading straight towards the provinces from Ha Tinh to Quang Nam this afternoon.

At 4:00 p.m. this afternoon, the storm center was in the coastal waters from Quang Tri to Quang Nam, approaching the mainland with a strong intensity of level 8, gusting to level 10.
