The Ministry of Health is soliciting opinions on the draft Circular regulating the standards for professional titles of doctors, preventive medicine doctors, and nurses.
Currently, the professional title of physician is applied to the salary coefficient of type B civil servants, the salary coefficient is 1.86-4.06 (equivalent to a salary of 4.3 to 9.5 million VND).
To comply with the professional titles of health officials in the health sector of grade IV, the Ministry of Health stipulates that the training level of the title of Grade IV medical doctor is medical college, with civil servant salary classification A0, salary coefficient 2.10-4.89 (equivalent to from 4.9 to 11.4 million VND).
In particular, the Ministry of Health emphasized that medical staff who have been recruited and appointed to the title of Grade IV medical staff with intermediate training qualifications and salary classification for Grade B civil servants must have their college training standardised no later than January 1, 2030. In case the civil servant has a medical college degree, the civil servant salary is classified as A0.
In addition, the Ministry of Health proposes that Grade IV civil servants be considered for promotion to a higher professional title, if they are working in a job position that is suitable for the professional title considered and fully meets the standards and conditions of the professional title considered for promotion. This only applies to professional titles without adjacent lower ranks.
The application of the new regulation will help remove difficulties for localities in considering promotion and appointment of Grade III health officials, while creating conditions for Grade IV doctors and civil servants to qualify for consideration for promotion and appointment to the professional title of Grade III according to job positions.
In addition, the Ministry of Health proposes the professional title of senior doctor (grade I), professional title of senior preventive medicine doctor (grade I) to apply the salary coefficient of civil servants of type A3 (group A3.1), salary coefficient from 6.20 to salary coefficient 8.00.
The professional title of main doctor (grade II), the professional title of main preventive medicine (grade II) is applied to the salary coefficient of type A2 civil servants (group A2.1), salary coefficient from 4.40 to salary coefficient 6.78.
The professional title of doctor (grade III), the professional title of preventive medicine (grade III) are applied with the salary coefficient of type A1 civil servants, salary coefficient from 2.34 to salary coefficient 4.98;
The professional title of Grade IV medical doctor is applied with the salary coefficient of type A0 civil servants, the salary coefficient from 2.10 to the salary coefficient of 4.89.
According to current regulations in Joint Circular 10/2015/TTLT-BYT-BNV, the professional title of physician is applied to the salary coefficient of type B civil servants, from salary coefficient 1.86 to salary coefficient 4.06.
