Sending a question to the Ministry of Health, reader N.P.T said: "I am a preventive medicine doctor at a city's specialized hospital, have been granted a practice certificate, and my scope of professional activities is to examine, detect and treat common diseases, and initially treat some emergency cases in the community.
According to Appendix I of Circular No. 03/2023/TT-BYT guiding job positions, number of employees, and staff structure according to the professional title of medical examination and treatment facilities, preventive medicine doctors do not have job positions at medical examination and treatment facilities.
However, at medical examination and treatment facilities that carry out vaccination activities, examination and detection activities for occupational diseases, these lists can be performed by preventive medicine doctors".
"I would like to ask, why don't preventive medicine doctors have a job position in medical examination and treatment facilities? "- a reader asked.
Regarding this issue, the Ministry of Health responded as follows:
The construction of job positions must ensure implementation according to the principle of determining job positions: In accordance with the functions, tasks, powers and organizational structure of public service units.
Circular No. 03/2023/TT-BYT guiding job positions, number of employees, and structure of civil servants according to professional titles of medical examination and treatment facilities without the position of preventive medicine doctor due to the duties of preventive medicine doctors as prescribed by law not fully ensuring the above principles.
