Sending a question to the Ministry of Health, reader N.T.D said: "If a Grade IV population member working at a health station has a university degree that meets the job requirements, will they be promoted to Grade III population member? ".
Regarding this issue, the Ministry of Health responded as follows:
Circular No. 03/2023/TT-BYT dated February 17, 2023, Ministry of Health, based on the principle of determining job positions in Clause 2, Article 3 and Clause 1, Article 4 of Decree No. 106/2020/ND-CP dated September 10, 2020 of the Government.
At the commune health station, there are no tasks commensurate with the tasks of the professional titles of Population Committee Grade III.
Therefore, only health service units with a job position for Grade III Population Officers that need to use it will be considered for promotion for civil servants with the professional title of Grade IV Population Officers to Grade III (not of course being transferred from Grade IV Population Officers to Grade III).
