Sending a question to the Ministry of Health, reader V.M.K said: "Referral No. 03/2023/TT-BYT does not clearly state whether or not there is a position of preventive medicine doctor in a medical examination and treatment facility, so are preventive medicine doctors working in a medical examination and treatment facility required to transfer to another assigned title (specialist)?
I also want to know, in the section "other related professional positions", can I add the position of preventive medicine doctor? ".
Regarding this issue, the Ministry of Health responded as follows:
Circular No. 03/2023/TT-BYT guides job positions, norms for the number of employees, and the structure of civil servants according to the professional title of medical examination and treatment facilities. In Appendix I attached to the Circular, there is no job position for preventive medicine doctors at medical examination and treatment facilities.
For civil servants with a degree of preventive medicine doctor who are assigned to job positions according to the requirements of the job description and the capacity framework of each position, they will be appointed to that professional title.
The construction of job positions must ensure implementation according to the principle of determining job positions: In accordance with the functions, tasks, powers and organizational structure of public service units.
Therefore, the position of preventive medicine doctor is not added to another professional position in the medical examination and treatment facility because the duties of preventive medicine doctors do not fully ensure the above principles.
