According to Lao Dong, the Da Nang Department of Health recently said that Central Pharmaceutical Joint Stock Company 3 (Da Nang) has reported the incident of hundreds of expired Western medicine packages being thrown on Xuan Thieu 21 Street (Lien Chieu District).
According to the report sent to the Department of Health, the shipment of drugs left on the roadside is CetecoCenzitax (Cinnarizin 25 mg), registration number VD-20384-13, production shipment 01/0823, with production date of August 3, 2023, valid until August 3, 2026.
This batch of drugs was once discovered to have reduced content when circulating on the market and was required by the Drug Administration to be recalled in July 2024. The company has recalled 189,600 pills nationwide and completed the recall on July 31, 2024, then organized the destruction according to internal procedures.
On August 22, 2024, the company canceled by removing the secondary packaging, tearing the box, peeling the medicine, letting the vehicle roll over many times to let the medicine in the medicine break down, then allowing the medicine to be absorbed with water to completely destroy, making it unable to be reused.
After being destroyed, the drugs are put into specialized bags and temporarily stored in the waste treatment waiting area.
On May 23, 2025, during the repair and general cleaning of the factory, the company completed procedures to transfer the canceled products to the environmental company for complete handling.
According to the procedures prescribed at the company, the accounting department and the general human resources department are responsible for contacting the environmental company to make a destruction contract. At the same time, members of the destruction council must supervise the transportation process and witness the destruction.
However, reality shows that, although during the year, the company signed a waste treatment contract with 2 specialized units (Viet Tien Environmental Company Limited and Da Nang Urban Environment Joint Stock Company), the General Human Resources Department could not contact the above units.
Therefore, this department contacted a private unit to transport the products to Khanh Son landfill for destruction.
The destruction council lacked complete and close supervision during the destruction process here.
On the afternoon of June 10, after working with the authorities, the company collected all the drugs and packaging (14kg of drug lumps, 84.4kg of scrap plastic bottles) and brought them back for processing according to the process.
Central Pharmaceutical Joint Stock Company 3 has admitted errors in management work leading to the above incident, the company made a mistake in not signing a contract with the specialized unit for handling in accordance with the approved and issued procedures.
The company's drug cancellation council also made mistakes in the drug cancellation process at the company, leaving some vices that had not been thoroughly treated before soaking in water. At the same time, the process of transporting and destroying products is not strictly monitored.
Currently, the company has held an urgent meeting of the entire drug cancellation council and related managers to analyze and review the responsibilities of the groups and individuals who allowed the incident to occur.
Previously, on the afternoon of June 10, the functional forces of Hoa Hiep Nam ward (Lien Chieu district, Da Nang city) coordinated with the police to inspect and record the scene of a large amount of Western medicine discovered on the sidewalk of Xuan Thieu 21 street. The drug strips clearly print the name "Cetecocenzitax 25mg", the expiration date is August 2026.
The authorities later determined that this amount of medicine belonged to Central Pharmaceutical Joint Stock Company 3, headquartered in Hai Chau District (Da Nang City).
Talking with Lao Dong, Dr. Vo Thu Tung - Deputy Director of the Da Nang Department of Health informed that the Department of Health is coordinating with the City Police and the Market Management Department to determine the violation for handling according to regulations.
The Da Nang Department of Health also urgently conducts post-inspections for the production and business activities of enterprises.
