In recent days, the information that more than 900 teachers in Bac Ha district, Lao Cai province have been removed from the emulation review list due to not fully paying for charity has received attention from society.
According to a source from Lao Dong Newspaper, some schools have explained the collection of charity funds in 2024.
In particular, according to the explanation of Bao Nhai Secondary School about receiving notices of not paying 4 specific types of charity funds in 2024, including: Natural Disaster Prevention and Control Fund; gratitude Fund; Storm No. 3 Rehabilitation Support Fund; Temporary Housing Elimination Fund.
In the 2024 - 2025 school year as of June 5, 2025, the total number of types of funds that schools have mobilized and submitted to the mobilization agencies is 10.
Including the Fund for the Poor, the Humanitarian Relief Fund, the Bamboo Toothpick Fund, the Fund for Supporting the Construction of Standard Schools, the Fund for Supporting Teachers for the Poor, the Fund for Supporting Teachers Association, the Fund for Supporting Former Teachers, the Fund for Supporting the purchase of Tet gifts for poor students, the Trade Union Social Fund, the Fund for Building Standard libraries, and the Fund for Education Promotion.
However, the unit still lacks to pay support for the 4 above-mentioned funds. The reason is explained that there are relatively many funds during the school year, with a total of 15 types.
In addition, it is not mentioned that in the types of funds in villages and communes supported by households, so they did not regularly open a book to track each type of payment, so they could not remember which type of fund had been paid and which fund had not been paid.
On the other hand, through an inspection on the school's document management system until June 5, 2025, the school has not received any documents mobilizing support for the above funds from the agencies implementing the campaign.

According to the explanation of Ban Lien Primary and Secondary School for Ethnic Minorities, in the process of collecting funds, the school also submitted a type of fund to support storm No. 3 launched by the Bac Ha District Fatherland Front Committee in September 2024 late (due to the time of calling for Ban Lien commune to be one of many communes heavily affected by storm No. 3, many teachers supported charity groups in overcoming the consequences of the storm).
After stabilizing her studies, on September 23, 2024, the school also organized a call for teachers to join hands to support storm No. 3 (launched by the Department of Education and Training) and donated 4,382,000 VND.
On February 5, 2025, the agencies in charge of the types of funds have compiled statistics on the collection and payment of school funds and assigned the Trade Union Executive Committee to review and pay additional fees in full.
The fund to support storm No. 3 was mistakenly launched by the industry, so it has not been implemented to support teachers and staff in the school.

Explaining the reason for the delay in payment, according to this unit, because the school did not receive a document calling for support for storm No. 3 from the Fatherland Front of Bac Ha district through any channels such as Gmail, Office, red-stamped hard drive, it did not know to implement the collection.
Along with that, after receiving a document from the superiors urging the Board of Directors, the Executive Committee of the Trade Union was assigned to review. Because the school had already paid support to overcome storm No. 3 launched by the education sector, it mistakenly said that it had already collected and paid this fund.
Regarding this issue, in an interview with Lao Dong Newspaper, Mr. Tran Hoang Tuan - Vice Chairman of the People's Committee of Bac Ha District (Lao Cai Province) said: "Currently, school units are completing additional funds. When they have paid enough and ensured, the district will consider approving the second round of rewards as usual".
