On January 13, information from the Hai Phong City Department of Health said: This unit has just issued a decision to sanction administrative violations against Dumi Dentistry Business Household, headquartered at 135 Da Phuc Street, belonging to Phuc Hai residential group, Da Phuc ward, Duong Kinh district (now Hung Dao ward, Hai Phong City).
The business household owner is Mr. Ninh Duy Khanh, a doctor. The name of the medical examination and treatment facility is Dumi Dental Clinic - Dental Clinic under Dumi Dental Business Household.
Functional agencies determined: The business household of Dumi Dental Clinic - Dental Clinic has committed administrative violations including:
Professionals responsible for the professional and technical aspects of medical examination and treatment facilities are not present at medical examination and treatment facilities during the time the facility is registered for operation without authorizing others according to the provisions of law.
At 2:30 PM on October 17, 2025, the inspection team of the Department of Health conducted a surprise inspection of Dumi Dental Clinic, Mr. Ninh Duy Khanh, who is responsible for technical expertise, was absent and authorized Ms. Dao Thuy H. (who is the clinic receptionist, without a diploma, practicing certificate/practice license related to the field of Dental and Maxillofacial examination and treatment).
Act 2 is: Not fully listing the prices of medical examination and treatment services. The clinic lists prices for 24 items out of a total of 75 approved technical categories, the price list does not record the unit of money in the service unit price.
Act 3: Providing medical examination and treatment services beyond the scope of expertise recorded in the medical examination and treatment operating license.
At 5:07 PM on May 13, 2025, the clinic conducted dental CT scans and collected money from patients. Dental CT scans are not within the scope of professional activities recorded in the medical examination and treatment operating license issued by the Hai Phong Department of Health, and are not included in the technical list approved with the above operating license.
Behavior 4: Establish a medical examination and treatment book but does not fully record it as prescribed. The medical examination book does not fully record patient information, doctor information for medical examination.
From the above violations, the inspection team made a record of administrative violations, applying penalties and fines for the above 4 acts with a total amount of 56,500,000 VND.
Along with that, Hai Phong Department of Health also imposed additional penalties: Revoking the right to use the practicing certificate for medical examination and treatment No. 002943/HB-CCHN issued by Hoa Binh Provincial Department of Health on April 22, 2021 to Mr. Ninh Duy Khanh for a period of 2 months from the date this decision takes effect; Revoking the right to use the operating license for medical examination and treatment No. 000816/HPGPHD issued by Hai Phong Department of Health on April 30, 2025 to Dumi Dental Clinic for a period of 3 months from the date the decision takes effect.
Previously, in September 2025, Hai Phong Department of Health also fined Win Dental Clinic on Tue Tinh extended road, Thanh Dong ward, Hai Phong city a total amount of 140 million VND for the acts of: Providing medical examination and treatment services without a license to operate medical examination and treatment; Using practitioners without practicing certificates for medical examination and treatment.
Along with the fine, the Hai Phong Department of Health also suspended the operation of the facility for 18 months.
